The 1990 National Affordable Housing Act requires local governments to prepare a Consolidated Plan as a prerequisite for funding most HUD programs, including CDBG, HOME and ESG. The Consolidated Plan, updated every 5 years, is designed to help communities assess their affordable housing and community development needs and market conditions and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from HUD programs.

The Consolidated Plan is implemented through the annually updated Annual Action Plan which provides a summary of the actions, activities and the specific federal and non-federal resources that will be used each year to address the needs and goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).

It is a legal requirement that federal grantees affirmatively further fair housing as established by the Fair Housing Act of 1968. Affirmatively furthering fair housing means taking meaningful actions that address significant disparities in housing needs and access to opportunity. In accordance with federal regulations at 24 CFR Part 91, Delaware County, in collaboration with the Delaware County Housing Authority, prepared an Assessment of Fair Housing in 2018.
