Attention:

The Public Works Department is NOT responsible for Traffic management or Road Maintenance within the County.  For state road-related inquiries, please contact PennDOT, and for township-specific issues or questions, please reach out to your Local Township.

What We Do

The Public Works Department oversees the development, construction, and upkeep of infrastructure and facilities in Delaware County that are essential for providing public services to its residents. This includes:

  • Design, Building, Inspection, Maintenance & Repair Management of 43 County-Owned Bridges.
  • Design, Building, Inspection, Maintenance & Repair Management of County-Owned Buildings.
  • Design, Building, Inspection, Maintenance & Repair Management of Park-Related Infrastructure.
  • Administration of County Aid Program supporting local municipalities.
  • County Owned Real Estate Management.
  • Regulation of Standards and Requirements for Contractors bidding on Public Works projects - Responsible Contractor's Ordinance (RCO)

For large projects, the Public Works department partners with reputable engineering and consulting firms and outsources the construction work through a “competitive sealed bidding.”  Contracts are generally awarded based upon the lowest responsive, responsible bid.

The Public Works Department also works closely with the County's Facilities Management, Sustainability, Parks & Recreation, and Planning Departments.

Responsible Contractor's Ordinance

Chapter 29 of the Delaware County Code requires that as a condition of performing work on certain public works contracts, a firm seeking award of a contract shall submit a Contractor Responsibility Certification. Delaware County has determined that the contracts listed below are covered by Chapter 29 and that firms responding to the advertised solicitation must submit this form and otherwise comply with the provisions of Chapter 29 as well as Delaware County Resolution Number 2022-3 (Regarding Goals for Diversity in Public Works Contracting).
