Delaware County elections are administered by the Board of Elections and the Elections Department. The Department includes the Bureau of Elections, the Voter Service Center, Voter Registration, and the Voting Machine Warehouse. This team works together to assist poll workers and voters so that your elections are secure and accurate.

The Board of Elections is comprised of three individuals appointed to a two-year term by County Council.

About Director of Elections

Jim Allen, Director 
The Director of Elections oversees the election process, which includes voter registration, polling places, balloting systems, and poll workers. Together, these teams strive to ensure that elections are conducted fairly, securely, and in compliance with all laws.

About Bureau of Elections

Laureen Hagan, Chief Clerk 
The Bureau of Elections is responsible for preparing the balloting database, processing mail-in and absentee ballots, candidate filings and campaign-finance records. The Bureau also manages the Voter Service Center and Poll Worker recruitment, training and assignments.

About Voter Registration

Crystal Winterbottom, Chief Clerk of Voter Registration 
Voter Registration uses Pennsylvania’s statewide system to process and maintain all local voter registration records, including the “voter history” of which voters participated at each election. Voter Registration also corrects and cancels outdated records and voter status (active, inactive, pending, canceled).

About Voting Machine Department

Jackie Dunn, Chief Custodian/Voting Machine Warehouse Supervisor 
The Voting Machine Department is responsible for the storage, security, programming, testing, and delivery of all voting equipment distributed to all Delaware County precincts, as well as evaluating and assigning polling places.
