Delaware County Jail Oversight Board Names Willie Bonds Warden of George W. Hill Correctional Facility
Thornton, PA — The Delaware County Jail Oversight Board announced the appointment of Willie Bonds as the Warden of George W. Hill Correctional Facility on Tuesday at their monthly meeting. Bonds, who has nearly thirty years of experience in corrections and law enforcement, will be the second permanent Warden since the County assumed control of the prison.
“I fully understand the immense responsibility that comes with this position, and I am ready for the challenge,” said Warden Bonds. “Positive things are already taking place, and it is my intent to build upon that momentum. As we all know, real change takes time, but we can all agree that creating a positive culture is a goal worth committing to together.”
Bonds has served as the Interim Chief Deputy Warden at George W. Hill since August 2025. He has been with the County since June of 2024, working as the Deputy Warden of Training & Security, where he oversaw facility operations including fire safety, training for security and civilian departments, and internal investigations.
Before coming to Delaware County, Bonds spent his career in New Jersey in a variety of corrections roles. He started his career at South Woods State Prison before being promoted to Sergeant at Riverfront State Prison. Just over four years later he was once again promoted to Lieutenant at Southern State Correctional Facility before eventually moving into the role of Associate Administrator (Deputy Warden) at Bayside State Prison. Bonds’ career came full circle when he was promoted to Administrator (Warden) at South Woods State Prison, the facility where he began his career.
Mr. Bonds continued his ascent when he was named a Director of Operations for the New Jersey Department of Corrections (NJDOC), overseeing all facilities in the southern region of the state. After less than three years, Bonds was promoted to Assistant Commissioner for the NJDOC Division of Operations, where he managed the largest and most diverse NJDOC division, encompassing all security, maintenance, food service, and classification staff. In 2022, he was promoted to Acting Deputy Commissioner within the Division of Operations, where he was responsible for operational oversight of the department. He remained in that role until his retirement in the fall of 2023.
“The depth of experience Mr. Bonds brings to the position made him a standout candidate,” said Jail Oversight Board Chair and Delaware County Council member Joanne Phillips. “He brings decades of experience in corrections as well as a level of familiarity with George W. Hill that will allow for a seamless transition that will best serve the facility and the county.”
He holds a multitude of certifications from esteemed institutions including the National Institute of Corrections and the National Commission on Correctional Healthcare. He is also a member of professional organizations including the American Correctional Association and the American Jail Association in addition to holding an associate’s degree in criminal justice.

Hill fulfills its mission to keep our public safe, maintain safety and security for employees that work in the facility, and to provide care for the people incarcerated there that enables them to make a successful return to their communities,” said Delaware County Council Chair Richard Womack. “Working to make sure the prison is operating at the highest level remains a high priority for Council and Mr. Bonds is a critical partner in that mission.”
Delaware County extends its gratitude to Interim Warden David Mascollino, who oversaw George W. Hill Correctional Facility for the last five months.
