CID Overview
The Criminal Investigation Division (CID) is led by Chief Vincent Ficchi and staffed by highly trained detectives, investigators, and support personnel. CID works collaboratively with municipal police departments and other law enforcement agencies to conduct thorough criminal investigations and to provide critical support to prosecutors from case initiation through prosecution. CID is committed to professionalism, integrity, and the fair administration of justice.
ICAC
The Pennsylvania Internet Crimes Against Children (ICAC) Task Force was established to assist federal, state, and local law enforcement agencies in strengthening their response to individuals who use the internet, online communication platforms, and digital technology to sexually exploit children. The program is funded through a grant from the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention, and has been administered by the Delaware County District Attorney’s Office Criminal Investigation Division since its inception in 2000. The ICAC Task Force supports law enforcement agencies across the Commonwealth by providing specialized investigative and forensic assistance in cases involving cyber enticement and child sexual abuse material. The program also offers training and technical support, victim services, and community education to promote prevention, accountability, and child safety. Internet crimes against children include possession, distribution and manufacturing of child pornography images on a computer/smartphone/tablet and/or using the Internet to entice children for sexual or indecent purposes. The National Center for Missing and Exploited Children provides the Pennsylvania ICAC with Cybertip leads that are filed out on-line by citizens and by Internet Service Providers. HOMICIDE UNIT
The Homicide Unit is responsible for the investigation of homicides and other suspicious or unexplained deaths within the county. The unit is staffed by highly experienced detectives and investigators trained in advanced investigative techniques, crime scene analysis, and forensic coordination. Working in close partnership with municipal police departments, forensic specialists, and prosecutors, the Homicide Unit conducts thorough, methodical investigations from the initial response through case resolution. The unit is dedicated to uncovering the truth, holding offenders accountable, and seeking justice for victims while providing professionalism and sensitivity to victims’ families during some of the most difficult circumstances.
CHILD ABUSE
The Child Abuse and Exploitation Task Force was established in September 2020 to ensure that all child abuse and child exploitation cases in Delaware County are investigated and prosecuted consistently, thoroughly, and with specialized expertise that these sensitive matters require. The Task Force brings together specially trained detectives, law enforcement officers, and prosecutors equipped with the resources necessary to handle these complex cases. The Task Force is comprised of Assistant District Attorneys from the District Attorney’s Office, detectives from the Internet Crimes Against Children (ICAC) Task Force, and officers from municipal police departments throughout the county with demonstrated experience in this area. The Task Force also works closely with trusted community partners, including the Delaware County Victim Assistance Center and Family Support Line, to support victims and their families throughout the investigative and prosecutorial process.
NARCOTICS
The Narcotics Unit is responsible for the investigation and prosecution of drug-related offenses throughout the county. Staffed by experienced prosecutors, detectives, and investigators, the unit targets the distribution of illegal narcotics and works to disrupt drug trafficking organizations that threaten public safety. Working in partnership with municipal police departments, state and federal agencies, the Narcotics Unit conducts proactive investigations, supports local law enforcement efforts, and prosecutes cases at all levels. The unit is committed to reducing the impact of illegal drugs on communities while promoting accountability and public safety.
CRIME SCENE
The Crime Scene Unit is responsible for the meticulous processing and documentation of crime scenes throughout the county. Staffed by trained forensic specialists, the unit collects, preserves, and analyzes physical evidence to support investigations and prosecutions. Working closely with detectives, prosecutors, and law enforcement partners, the Crime Scene Unit ensures that evidence is handled with the highest standards of accuracy and integrity. Their work is critical in reconstructing events, identifying suspects, and securing justice for victims.
ECON
The Economic Crimes Unit investigates and prosecutes complex financial offenses, including fraud, embezzlement, identity theft, and tax evasion. Staffed by experienced prosecutors and investigators, the unit works to uncover financial wrongdoing and hold offenders accountable. Collaborating closely with law enforcement agencies and financial institutions, the Economic Crimes Unit conducts thorough investigations that protect businesses, employees, and the public while safeguarding the economic integrity of the county and the Commonwealth.
INS/AUTO FRAUD
The Insurance and Auto Fraud Unit investigates and prosecutes cases involving fraudulent insurance claims, staged accidents, false documentation, and other schemes designed to defraud insurance companies and the public. Staffed by experienced prosecutors and investigators, the unit works closely with law enforcement, insurance providers, and other partners to uncover wrongdoing, hold offenders accountable, and protect consumers. By targeting fraud, the unit helps maintain the integrity of the insurance system and reduces financial losses that affect policyholders and the community.
GENERAL
The General Crimes Unit investigates and prosecutes a wide range of criminal offenses that impact the safety and well-being of the community. Staffed by experienced prosecutors and investigators, the unit works closely with local law enforcement to thoroughly examine cases, gather evidence, and hold offenders accountable. The unit is committed to ensuring justice and protecting the residents of the county.
VIOLENT
The Violent Crimes Unit investigates and prosecutes serious offenses that threaten public safety, including assaults, armed robberies, and other violent acts. Staffed by experienced detectives and prosecutors, the unit works closely with law enforcement partners to conduct thorough investigations, gather evidence, and ensure that offenders are held fully accountable. The unit is dedicated to protecting the community and seeking justice for victims.
