Delaware County District Attorney Tanner Rouse Announces Charges Against Parkside Borough Council Presedent
Media, PA – Delaware County District Attorney Tanner Rouse announces that charges have been approved against former Code Enforcement Officer and current Parkside Borough Council President Dominic “Nick” Capobianco following a comprehensive theft investigation conducted by Detective Edward Rosen of the Delaware County District Attorney’s Office Criminal Investigation Division.
According to Detective Rosen, Mr. Capobianco is alleged to have been misusing a gas card intended to be used only for the Borough Code Enforcement vehicle. Video evidence was obtained from the Brookhaven Wawa where Mr. Capobianco filled up his personal vehicles and portable gas cans. These were among several incidents identified where Capobianco had fueled his personal vehicles. An estimated 389.65 gallons of gas are alleged to have been purchased misusing the gas card resulting in an approximately $2,499.94 of taxpayer funds being stolen.
Following a comprehensive review of the evidence, the Delaware County District Attorney’s
Office has approved the following charges:
Theft by Unlawful Taking – Movable Property (F3) – 1 count
Receiving Stolen Property (F3) – 1 Count
“These charges make it clear that no one is above the law. When elected officials misuse public funds, they are not just breaking the law, they are betraying the communities they swore to serve. Our office is committed to holding them accountable. Let me be clear: if you engage in illegal conduct, regardless of your title or position, you will be investigated, you will be charged, and
you will be held responsible.” said District Attorney Tanner Rouse.
Mr. Capobianco surrendered himself on these charges earlier today. Bail was set at $50k unsecured.
The investigation remains ongoing. The District Attorney’s Office urges anyone with additional information to contact the lead investigator on this case, Detective Edward Rosen, at 610-891-4161.
