Summary

The Delaware County Office of Housing Access and Community Stability is responsible for increasing and preserving the housing supply, expanding access to housing, strengthening pathways to housing stability for vulnerable residents, and improving coordination and accountability among the various County government agencies that have a role in housing access and community stability.
 

Essential Duties

Under the general oversight of the Deputy Executive Director, the Director of Housing and Community Supports directs, oversees, and participates in the following duties:

  • Manage all aspects of the HUD Community Development Block Grant Program including, but not limited to, the application and review process, program eligibility requirements, procurement compliance, environmental reviews, monitoring and reporting requirements, and timely use of funds.
  • Manage Delaware County services for the unhoused including, but not limited to, the Delaware County Continuum of Care, rapid rehousing programs, HSBG-funded programs, and related services.
  • Manage all aspects of the HOME and HOME-ARP programs, including project underwriting, written agreements, compliance monitoring, and reporting.
  • Oversee administration of the Affordable Housing Trust Fund, PA Act 137, for affordable housing projects and the First-Time Homebuyers Program. Ensure alignment with County priorities and applicable regulations.
  • Lead efforts to finance and support new affordable housing developments, including LIHTC projects, and preserve existing affordable housing stock.
  • Lead efforts to finance and support emergency housing for vulnerable Delaware County residents.
  • Coordinate access to housing support across various County agencies including, but not limited to, DHS Mental Health/ID programs, Drug and Alcohol programs, CoC programs, Children and Youth Services, criminal justice re-entry programs, and related services.
  • Serve as a subject matter expert on housing policy and funding mechanisms.
  • Advocate for zoning and land use reforms that support affordable housing development.
  • Educate municipal leaders, community stakeholders, and the public on housing needs and solutions.
  • Contribute to long-term planning for housing affordability in Delaware County.
  • Serve as Delaware County’s lead for coordinating efforts related to the Governor’s Housing Action Plan.

Qualifications

  • Master’s degree in Public Administration, Social Work, Public Policy, or a related field, plus seven or more years of relevant supervisory experience; or an equivalent combination of education and experience.
  • Strong knowledge of federal and state affordable housing programs, including HOME, HOME-ARP, LIHTC, and CDBG.
  • Experience working with vulnerable populations.
  • Proficiency in data analysis and visualization tools, such as ArcGIS, Power BI, and Tableau.
  • Budgetary and fiscal management skills.
  • Effective interpersonal, verbal, and written communication skills.
  • Negotiation and conflict resolution skills.
  • Strong organizational and time management skills.
  • Problem-solving skills and techniques.

  • Successful clearance of child abuse history, Pennsylvania criminal records, and FBI fingerprint background checks.

Additional Information

While performing the duties of this position, the employee is frequently required to stand, walk, sit, bend at the waist, speak, and hear. The employee may occasionally be required to reach or work with arms above shoulder level; kneel, stoop, crouch, squat, crawl, climb stairs, and twist or rotate at the waist while performing assigned duties.
