Summary

The Delaware County District Attorney's Office (DAO) is seeking a Criminal Investigation Analyst to process digital evidence, mostly in the form of mobile devices, social media, and internet sources, for use in criminal prosecutions in state and federal court. The Analyst will work directly with prosecutors on firearms related investigations and prosecutions. Analysts will extract digital evidence from phones, computers or social media platforms, analyze that data and apply it to the current evidence in the matters being investigated. These positions will be housed at the Gun Violence Task Force Analytics and Program Division. The position will require the Analyst to work alongside local, state, and federal law enforcement officers and their staff. The position requires full-time, in-person, work at the Gun Violence Task Force’s center-city Philadelphia office.

Duties & Responsibilities

  • Gathering and processing search warrant returns and presenting data from a variety of social media and internet sources including, but not limited to, Facebook, Twitter, Instagram, and others for investigation purposes.
  • Compiling criminal background records and cross-referencing data and intelligence with other criminal intelligence databases.
  • Working with Victim Services Unit staff to follow-up with victims and witnesses to collect additional details of investigations.
  • Mapping historical call detail records and creating reports for court testimony and charging purposes
  • Working alongside prosecutors and law enforcement partners on investigations into straw purchasing and firearms offenses.
  • Examining and extracting data from cell phones and electronic data sources for all investigations and conduct analysis linking criminal entities and activities.
  • Participating in long-term group violence investigations.
  • Testifying in court and grand juries.
  • Preparing for testimony by creating presentations on evidence collected and analyzed that requires expert testimony in the area of cell phone/social media/linguistic analysis.

Skills & Qualifications

  • Completion of a bachelor’s or higher degree program at an accredited college or university with major course work in Criminal Justice, Criminology, Forensic Science, Intelligence Analysis, Information Science and Technology, Management Information Systems, Geographic Information Systems, data science or a related area.
  • 3 years investigation experience in a law enforcement agency, or paralegal experience in a DA’s Office or another law enforcement agency may be substituted for the degree requirement.
  • Proficiency or previous training in cell phone extraction or analysis a plus, in particular Guardian, Penlink, Cellhawk, Celebrite, or similar software.
  • Familiarity with Pennsylvania Straw Purchasing Statute.
  • Proficiency with JNET, NCIC, Commander, and other systems is preferred.
  • Intermediate to expert ability with Microsoft Word, Excel and PowerPoint.
  • Candidates must be organized, flexible and capable of working under pressure.
  • Ability to work directly with law enforcement officers and prosecutors to build a case is required.
  • Proven critical thinking skills and a willingness to learn.
  • Candidate must be able to take initiative and be self-directed on non-deadline-oriented investigations.
  • Ability to develop and cultivate effective internal/external working relationships is essential.
  • Understanding of the uniquely sensitive and confidential nature of the professional services provided by the position.
