Fair Housing

April is observed nationally as Fair Housing Month celebrating the elimination of discrimination in housing and the removal of barriers to equal housing opportunity in every community. It has been more than 50 years since the enactment of the U.S. Fair Housing Act which sets national policy for fair housing throughout the United States. The law was extended with the Fair Housing Amendment Act of 1988 which provided for the elimination of discrimination in housing against persons with disabilities and families with children.

The U.S. Department of Housing & Urban Development (HUD) is charged with enforcement of the law, with responsibility for investigating fair housing complaints and efforts to reconcile the matter with both parties. For more information visit their website.

Affirmatively furthering fair housing means taking meaningful actions that address significant disparities in housing needs and access to opportunity. In accordance with federal regulations at 24 CFR Part 91, Delaware County, in collaboration with the Delaware County Housing Authority, prepared an Assessment of Fair Housing in 2018.

Delaware County Council has a demonstrated commitment to removing barriers to equal housing opportunities and consistently provides support for fair housing educational activities through the Community Development Block Grant program.

The Housing Equality Center of Pennsylvania (HECP), formerly the Fair Housing Council of SEPA, partners with the County to help provide education, outreach, and technical assistance regarding fair housing issues to a range of stakeholders that includes governmental agencies, nonprofit organizations, housing providers, developers, realtors, municipalities, residents and others. HECP also promotes fair housing by referring discrimination complaints to HUD.
