On behalf of my staff, I want to welcome you to the website of the Department of Diagnostic Services. This site is a wonderful opportunity for you to realize the importance of what we do as well as the chance to provide you with current information relating to our department.

Our staff is a very dedicated group of individuals. We are here to assist you in the scheduling of specific requirements relating to your case. However, it is important to understand that our staff is not permitted to disclose any information pertaining to a client because all of us are obligated by law to comply with federal confidentiality policies.

Our Mission

"The mission of the Department of Diagnostic Services is to improve the quality of life for the citizens of Delaware County by assuring a safer community in which to live and raise their families. This can be accomplished by identifying those persons within the criminal justice system who may be experiencing problems with alcohol, drugs, psychiatric, psychological, and sexual-related disorders. The department promotes a positive behavioral change in a professional manner by treating all persons with the highest degree of respect while at the same time protecting their confidentiality."


What We Do

The Department of Diagnostic Services, under the leadership of Phillip Pisani, is responsible for completing all court-ordered evaluations from both the Magisterial District Justice System and the Court of Common Pleas within the Thirty-Second Judicial District.

One type of evaluation is the Court Reporting Network (C.R.N.) evaluation, which is required in each and every DUI offense. In addition, the court may order a drug and alcohol evaluation, a psychiatric evaluation, a psychological evaluation, or a psychosexual evaluation. The cost associated with each evaluation is the responsibility of the client.


How to Schedule the Court Reporting Network (C.R.N.) Evaluation

The purpose of the CRN evaluation is to determine if a more comprehensive drug and alcohol evaluation is required. It is used by the Department of Transportation to gather important data on the DUI population, and it serves as an excellent management tool for all 67 Pennsylvania counties.

The CRN Evaluation costs $70.00 and must be paid at the time of the appointment. You will be given directions to Court Financial Services to make your payment, as our department does not collect money. The chart below is based on the current DUI statute which took effect on February 01, 2004. A person's blood alcohol level, a chemical test refusal, or a controlled substance will determine the tier. This chart will identify which clients need to complete the CRN evaluation and/or the drug and alcohol evaluation.

The evaluations that are completed by the Department of Diagnostic Services are done either in our office for persons not in prison or for persons incarcerated at the GWHCF. In most cases, persons arrested on a DUI offense are required to complete both of these evaluations due mainly to the high blood alcohol levels. The average blood alcohol level regardless of tier is nearly .18% at the time of arrest, while the average level of Tier 3 offenses is nearly .23%. Tier 1 offenses account for nearly 5% of all DUI arrests, Tier 2 offenses account for 20% to 25% of all DUI arrests, and Tier 3 offenses account for nearly 70% to 75% of all DUI arrests.
