Laura Williams, Warden
Warden Laura Williams was appointed to her position as Warden of the George W. Hill Correctional Facility (Delaware County Prison) on January 31, 2022. Williams joined the facility during a period of transition to full county operation and management of the facility.
Williams began her career in the field of corrections at the Allegheny County Jail (2014) in Pittsburgh, Pennsylvania. She began her career as a Substance Use Counselor and transitioned to serve in roles of Director of Substance Use Programs, Deputy Health Services Administrator, and finally Chief Deputy Warden of Healthcare Services. In her final role as Chief Deputy Warden, she oversaw the operations of the healthcare department, inmate programs, education, re-entry, alternative housing, and administrative operations of the facility. In her tenure she assisted in the expansion of program developments and services to assist with re-integration for the incarcerated population. Williams has been a member of the Pennsylvania Prison Warden’s Association and Pennsylvania County Corrections Association since 2018.
Williams graduated from the University of Pittsburgh with a bachelor of science in Psychology. Williams pursued advanced education and graduated from Chatham University with a master of science in Counseling Psychology.
As Warden, Williams strives to increase public safety in Delaware County by promoting correctional practices to exceed standards to maximize the safety of the community, employees, and those entrusted in our care. Warden Williams commits to serving as a stakeholder within the criminal justice system and providing opportunity and access to programs to increase successful re-integration to the community. Warden Williams is proud to represent and serve the employees of the George W. Hill Correctional Facility and Delaware County.
Adam Smith, Chief Deputy Warden
Chief Deputy Warden Adam Smith was appointed to his position with Delaware County at the George W. Hill Correctional Facility on June 26th, 2023.
Smith graduated with a Bachelor’s Degree in Criminal Justice from Lock Haven University in 2010. Smith began his career in corrections as a Correctional Officer at the Clinton County Correctional Facility in 2010. Smith was promoted to the rank of Lieutenant in 2011 and remained in that role until 2016. While in that role I obtained Instructor certifications for Taser, PepperBall, and successfully completed PA DOC CERT Operators Academy. I also acted as PREA Coordinator in my time with CCCF. In 2016, Smith moved to Pittsburgh to join the Allegheny County Jail as a Captain and worked with ACJ until 2023. While working with the ACJ Smith was promoted to the rank of Major in 2018. Smith was again promoted in July of 2021 to Deputy Warden of Operations and maintained that role until June of 2023. In Smith’s time with Allegheny County, he was involved in changing several processes that increased programming and out of cell time for Mentally Ill and Segregated inmates. Smith also worked closely with the ACJ Healthcare team to implement and strengthen our MOUD processes. Smith maintains memberships with the Pennsylvania Prison Wardens Association, Pennsylvania County Corrections Association, and the National Wild Turkey Federation.
Lisa Mastroddi, Deputy Warden
Deputy Warden Lisa Mastroddi was appointed to her position at the George W. Hill Correctional Facility (Delaware County Prison) in December, 2021 to assist the facility during a period of transition to full county operation and management of the facility.
Mastroddi has been onsite at the facility since April, 2001 beginning her career at the facility in an accounting role which then increased to oversight in all areas of Prison operations to include Finance, Maintenance, Food Service, Commissary, Payroll, Procurement and IT Operations.
Mastroddi began her career in an accounting firm analyzing corporations, in this role, she managed budgets, income statements, balance sheets; tax returns to ensure compliance with financial and legal requirements, responsibilities and obligations. In her tenure at the facility she has implemented several key systems to ensure the safe guarding of funds, payroll systems as well as population management.
As Deputy Warden of Administration and Operations she strives to promote correctional excellence and transparency of the facility while ensuring a safe environment for the staff and population.
Délé Faly, Deputy Warden
Dele Faly was appointed to his position as the Deputy Warden for Programs and Support for Delaware County George W Hill Correctional Facility on March 2022. He is a seasoned professional administrator with a strong background in Criminal Justice, Social Services, Academia and Public Health field, as well as Governmental agency operations, strategic sourcing, and service acquisition. He excels in providing quality service delivery to special need populations by managing the welfare of wraparound services of vulnerable communities.
Faly recently relocated to Pennsylvania from the District of Columbia (DC) in which he was the Program Administrator for the DC Department for Corrections (DC DOC). At DC DOC he implemented their innovative programs/services infrastructure, established their programs service delivery process, and enhanced relationship within DC government agencies and stakeholders.
Prior to Washington DC, Mr. Faly spent twenty-five (25) years in the Commonwealth of Massachusetts. He provided and managed a range of quality service delivery throughout the Commonwealth of Massachusetts communities by managing the daily operation of services, and implemented evidences-based practices programs and best promising practices in diverse industries in human services, public health and public safety.
Mr. Faly holds a graduate degree from American International College, an undergraduate degree from Springfield College both in Springfield Massachusetts. Mr. Faly is also a certified Green Belt on Lean Six Sigma (6σ) which is a set of techniques and tools for process improvement. Mr. Faly is fluent in French and English.
Deputy Warden of Security and Training – Vacant
Albert Pleasant, Major of Security
Albert Pleasant was appointed to a Major of Security of Delaware County George W. Hill (GWH) Correctional Facility on April 6, 2022.
Major Pleasant is a graduate from Chester High School located in Delaware County, Pennsylvania. Prior to joining George W Hill Correctional Facility, Major Pleasant then went on to pursue a career in the United States Armored Forces, after several years of military duties and deployments, he was honorably discharged.
Major Pleasant began his career at GWH as a Correctional Officer in February 1989 and raised through the rank to Corporal, Sergeant, Lieutenant, Captain and Major over his carrier.
During his correctional career he has gained a wealth of knowledge in public safety and is skilled in security operations, marksmanship, defensive tactic, hostage negotiator, security transport, and commands GWH Correctional Emergency Response Team. He is trained by the PA. Department of Corrections in Elizabeth Town PA. In pursuit of even more knowledge, he has traveled up and down the East Coast training with different correctional agencies and private correctional venders. He is a student of knowledge and utilizes best practice in correctional security operations.
Major Pleasant has committed over half his life to the Care Custody and Control of the incarcerated population of Delaware County. The best advise that he can give to his staff and other is to treat everyone as you would want to be treated.
Major Leach, Major of Training Operations
Major Richard Leach was appointed to his position as the Major of Training Operations at the George W. Hill Correctional Facility on April 6, 2022.
After serving in the United States Marine Corps Reserves in 1998, Major Leach took interest in the security field and maintained a position as a Shift Supervisor for Temple University. In 2002, he continued his career in security by obtaining a position in private corrections, working as a correctional officer, progressing through the ranks of Sergeant, Lieutenant-Shift Commander, and finally Chief of Security Operations at the George W. Hill Correctional Facility (Delaware County Prison). During his tenure, Major Leach became a member and Certified Correctional Manager with the American Correctional Association (ACA). Major Leach also became a Defensive Tactics/Use of force Instructor, PREA Investigator and Prison Auditor, traveling to many different correctional facilities, ensuring compliance with ACA and DOC standards.
Major Leach graduated from the University of Phoenix with a Bachelor of Science in Criminal Justice Administration, with a Concentration in Management.
As the Major of Training Operations, Major Leach dedicates himself to educating and continuing staff development, while maintaining and promoting good values such as integrity, ethics, honor, and respect, among all staff as well as the incarcerated population.
Kristen Grady, WellPath Health Services Administrator
Kristen Grady, WellPath Health Services Administrator Kristen Grady is a Registered Nurse by trade. She started in this facility as a staff nurse, working night shift and worked her way from staff nurse to Pharmacy Coordinator, Director of Nursing and Health Services Administrator. She has been the Health Services Administrator at GWHCF since July of 2015.
Kristen earned her degree as a Registered Nurse at Delaware County Community College and her Bachelors of Science in Nursing at West Chester University. She is also a Certified Correctional Health Professional (NCCHC) and a Certified Corrections Executive (ACA). She has experience working as a nurse in home care, pharmaceuticals and Long-Term Acute Care.
As the HSA, she takes pride in the medical department operations and the services offered to the population. It is the goal of the medical department to always serve our population with dignity, respect and the best care we can offer.
Michael Root, Director of Records and Booking
Michael Root was appointed to his position as Director of Records, Booking and Video Services at George W. Hill Correctional Facility on April 6th, 2022.
Root began his career in corrections at GWHCF. He started as a Correctional Officer in 2009. In 2010, he was promoted to Sergeant. In 2013, he was promoted to Lieutenant. That same year, Root was promoted to the Records Manager.
Root is a graduate from York College of Pennsylvania. He received a Bachelor of Science in Criminal Justice with a minor in Sociology. He completed his internship at the Toms River Police Department in New Jersey.
As Director of Records, Booking and Video Services, Director Root strives to uphold the values of GWHCF: Integrity, Courage, Ethics, Honor, Respect, Service, Duty, Professionalism, Innovation, Transparency, Accountability, Sustainability, Equity, and Correctional Excellence.
John W. Nedd, Director of Internal Affairs
Director Nedd was appointed to his position as Director of Internal Affairs at the George W. Hill Correctional Facility (Delaware County Prison) in March 2023.
The Director started his career as a special protection agent in Air Courier / Armored Service in New York City, and furthered his career in Law enforcement at Nassau County New York Police Department, serving and protecting the people of Nassau County as a first responder. Director Nedd is certified in areas of Advance Tactical and Simunition, HIDTA-Modular Drug Training, Street Crime Awareness, and a Certified Breath Analysis Technician and Drug Recognition Expert, and a State Certified Police Academy Instructor.
With a flourishing career as a first responder, he was then promoted to the Detective Division, where he handled all significant crimes within the Nassau County. Director Nedd was nominated to the Special Investigations Squad, which handled all Sensitive Investigations, Dignitary Protection, and Homeland Security issues. From his development of experiences, skills, and leadership, with a positive impact of rapid development, he was selected under the Office of the Commissioner of Police as the liaison assigned to coordinate multi-agency interactions while embedded in the Federal Bureau of Investigation, New York Office, Counter Terrorism Division, Joint Terrorist Task Force.
As a Law Enforcement Executive, Subject Matter Expert, his career extended after retirement, being appointed Commissioner to the Incorporated Village of Westbury, Taxi and Limousine Commission, where he led the office, enforcing all aspects and regulations of the laws and rules governing the Taxi and Limousine Industry.
Recently, he was the Executive Director of Jon Wesley Consulting LLC, a government contracting firm that provided private and public protection law enforcement reforms accountability.
