Strategic Goal #1: Secure support and funding for the health department

Objective 1 – Work with county and municipal health departments across Pennsylvania to increase Act 315 funds

Phases of Establishing the Health Department

Phase 1: Launch all programs required by Act 315 of PA Local Health Administration Law. Currently, a comprehensive community health assessment is underway, as is Act 315 program planning. The health department is expected to launch in January 2022.

Phase 2: Expand programs and capacities to fill gaps in the community. This second phase will begin in 2023, and will It is anticipated that the strategic plan will include guidance to gradually expand health department programs, and this second phase will be in full swing by 2024. The goal of this phase is to establish programs to address health priorities that are not covered by Act 315 services and are needed to reflect best practices for county health departments.

Phase 3: Attain accreditation status from the Public Health Accreditation Board. This phase will begin in 2027 by conducting an accreditation readiness assessment. It is anticipated that it will take approximately two years to undergo the accreditation process, and the goal is to achieve accreditation status in 2028. The attainment of accreditation will mark the health department’s “maturation,” with well-established structures and functions to successfully meet the public health needs of Delaware County into the future.
