Update:
During the March 1, 2023 Public Council Meeting, Executive Director Howard Lazarus announced he will be retiring from his position on March 31, 2023.
Following Mr. Lazarus’s retirement from the County on March 31, 2023, Deputy Executive Director Marc Woolley was named Chief Administrative Officer and will serve in this role until December 31,2023.
Marc Woolley joined the County team December 2021 as Deputy Executive Director. Prior to his joining the County, Mr. Woolley was the City Manager for the City of Harrisburg PA.
County Council will be conducting a full search for an Executive Director beginning this summer with a goal of selecting a candidate by November 2023. It’s expected that the new Executive Director will be appointed on January 2, 2024 when County Council holds its reorganization meeting.
The County Executive Director is responsible for administration and management of departments of county government not directly managed by County Council. Appointed by County Council, He/She serves a term of two years and is eligible for reappointment to an unlimited number of terms.
The powers and duties of Executive Director with respect to those departments and other entities under his authority include but not way of limitation.
Supervision
Authorization of expenditures of county funds for departments under his supervision as well as accounting for such expenditures in accordance with budgetary limitations.
Preparation for submission to Council, in coordination with all departments of the county government, of the annual county operating and capital budgets including estimates of revenues, analysis of bond issues requirements, impact statements relating to effects on service delivery of budget disapprovals, and long term five year forecasts on spending requirements by capital budget program.
Execution and enforcement of all resolutions and orders issued by Council and pertaining to operations under his authority.
Conduct of intergovernmental liaison programs.
Provision of point of access for citizen and group presentation of requests and complaints relative to delivery of county services or execution of county business.
