PREA and Resources

In 2003, the Prison Rape Elimination Act (PREA) was passed by the United States Congress and signed into law. PREA is aimed to eliminate sexual abuse and sexual harassment in confinement facilities through a "zero-tolerance" policy, as well as through research and information gathering. As a result, National Standards to Prevent, Detect, and Respond to Prison Rape (PREA Standards) were published in the Federal Register on June 20, 2012.

The George W. Hill Correctional Facility has a zero tolerance for sexual assault/misconduct, and we strive to maintain a safe and secure environment for all who are in our custody. This policy establishes standards in the area of prevention, detection, and response to such matters.

While PREA speaks directly to those in custody, all employees, contractors, and volunteers are expected to have a clear understanding that the George W. Hill Correctional Facility strictly prohibits any type of sexual relationship with an individual in custody and considers such a relationship a serious breach of the standards of employee conduct and contract compliance, and these relationships will not be tolerated. The George W. Hill Correctional Facility will ensure that all allegations of sexual abuse or harassment will be referred for investigation by the Delaware County District Attorney's Office.

How to Report Institutional Sexual Assault/Misconduct:
If you have information regarding an incarcerated person being sexually assaulted, please call Delaware County Victim Assistance Center 610-566-4342. George W. Hill Correctional Facility has partnered with the Delaware County Victim Assistance Center in order to be in compliance with the Prison Rape Elimination Act third party reporting standard. These calls will be received by the Victim Assistance Center staff located in Media, Pennsylvania and directed to George W. Hill Correctional Facility for immediate follow up.

Or call 610-361-3200 ext. 508. Calls to this number will be routed to the Shift Commander who will ask you a number of questions regarding the allegations; however, it is not necessary to identify yourself. This information will then be forwarded to the PREA Compliance Administrator and the District Attorney's Office for their review and/or investigation if the information rises to this level and to ensure that all Department policies and procedures are followed regarding the incident.
