The mission of the Office of Housing and Community Development (OHCD) is to promote sound housing and community development in Delaware County with the use of federal, state and local resources. OHCD is responsible for the planning, administration, and oversight of three federal programs: the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grants (ESG) Programs. The office is also charged with oversight of state initiatives funded through the Pennsylvania Department of Community and Economic Development and County initiatives, as funds become available.

Recent Updates and Announcements

Delaware County invites the public to provide comment from September 30, 2024 through October 14, 2024, concerning an application for the Pathways to Removing Obstacles to Housing (PRO Housing) Round II grant provided by the U.S. Department of Housing and Urban Development (HUD). The County is requesting $1,200,000 in funding for a Countywide Housing Needs Study with Market Analysis, preparation of resources to assist communities in removing/reducing barriers to affordable housing, creation of an education campaign to support the diversification of housing types throughout the County and conversion of vacant property to affordable rental housing.

The Office of Housing and Community Development (OHCD) and County Planning Department (DCPD) are accepting public comments from 9/30/2024 through 10/14/2024, by 4:30 pm.  The application is available for review and comment here and at the OHCD and DCPD office located at 2 W. Baltimore Avenue, Suite 202, Media PA, 19063.

To be considered, written public comments must be received or emailed by Friday, October 14, 2024.  Comments may be emailed to ohcd@co.delaware.pa.us with the subject line “2024 PRO Housing Application”   
    
The OHCD and DCPD will hold a public hearing on the draft application on Monday, October 7, 2024 from 3:00 pm – 4:00 pm.  The purpose of the hearing is to solicit comment on the draft application.  Public comment will be accepted in person and the meeting will convene in the OHCD office identified below.  Persons with Limited English Proficiency, a disability, or that require other accommodations to participate are asked to contact the OHCD (610-891-5425) at least 24 hours prior to the meeting to discuss those needs.
