Delaware County is dedicated to ensuring transparency throughout the election process.

To uphold this commitment, the County installed ten livestreaming security cameras at the Delaware County Election Facility at the Wharf in Chester in 2020, livestreaming each of the past nine elections. While not required by Federal or State law, these cameras were installed and implemented by Delaware County to build voter confidence.

On the evening before the Nov. 5, 2024 General Election, a break in the Crown Castle fiber-optic service that provides internet connectivity to the Delaware County Election Facility at the Wharf in Chester temporarily disrupted the real-time livestreaming of video footage.

The ten cameras were unaffected, and continued to record all activity uninterrupted from each location in the hours after the break, and continued recording as ballots began to be processed on the morning of Election Day.

The complete recordings from all ten cameras, covering the period from approximately 5:55 p.m. to 10:20 a.m. when the livestream was interrupted, are available on the County’s YouTube channel. These recordings are presented in six-hour segments, each clearly labeled with the start times for the respective cameras. Links are provided below.

District Attorney Investigation

The Criminal Investigation Division of the Delaware County District Attorney’s office was asked to investigate the fiber outage issue. Detectives initiated the investigation immediately following the election.

Based on discussions and reports with Brookhaven Police, Brookhaven Fire Company, Delaware County Park Police and reviewing various evidence, the detectives concluded that there does not appear to be any malicious intent with regard to the damage that results in the live stream outage.
