The Central Purchasing Department is the County’s Procurement Office for the acquisition of supplies and services relative to all County Departments and business. Central Purchasing oversees Receiving, the Copy Center and Mailroom. All purchases are made with the best interests of County Government and Delaware County Taxpayers in mind. The department is staffed with knowledgeable personnel whose primary purpose is to provide services in an efficient, effective and economical fashion. All procurement activities are examined using the Code of the County of Delaware as a rule of compliance as well as applicable state and federal guidelines.

Essential Duties

Under the general direction of the Chief Financial Officer, the Director of Purchasing will:

Work with all departments to develop, negotiate, evaluate and administer bids, quotes and contracts with vendors and suppliers

Assist in identifying County short-term and long-term procurement needs

Monitor contract performance to ensure compliance with contractual obligations. Resolve vendor issues as needed

Maintain inventory levels for general office supplies and orders goods and services for all departments

Research and evaluate vendors based on price, reliability, service and capability. Recommending new vendors as needed

Regularly assess new purchasing and/or savings opportunities

Support departments in developing annual purchasing budgets

Track equipment replacement schedule

Ensure compliance with federal, state and local governmental procurement laws

Develop purchasing policies and standard procedures

Performs all other duties, tasks and special projects as assigned


• A Bachelor's Degree in a related field preferred

At least 5-7 years of experience within strategic sourcing, experienced with government procurement a plus

3-5 years management and leadership experience

Excellent negotiation skills

Strong verbal, written and interpersonal communication skills

Comfortability with public speaking

Excellent attention to detail, strong analytical skills

Ability to maintain confidential and meticulous records

Demonstrated record of project and staff management

Ability to work strategically and collaboratively across departments

Creative, versatile, and action-oriented problem solver

Excellent leadership and teambuilding skills

Ability to manage multiple, complex priorities at once

SAP experience a plus

Hands-on commitment to getting the job done

Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within six months of starting employment.
