The Public Health Emergency Preparedness (PHEP) Specialist will work under the supervision of and in coordination and cooperation with MCM Emergency Planner and PHEP Coordinator to support the operational capacity of County’s preparedness program. They will work with other County, Regional, State, and Federal agencies and individuals to coordinate, communicate and execute emergency management preparedness, response, recovery, mitigation and other activities which strengthen the Delaware County’s PHEP capabilities.


Duties of Position

Manage the collection, entry, and maintenance of Delaware County MCM data including plans, contacts, equipment, contracts, Memorandums of Understanding, and relative state & federal data bases

Obtain and analyze data for the MCM Operations Readiness Review Assessment process. This may include a jurisdictional data sheet, point of dispensing information dispensing and distribution plans, facility setup drill documentation, staff notification and assembly drill data, and site activation exercise data

Maintain and update the Delaware County MCM plan

Maintain and update Open and Closed Point of Dispensing (POD) plans and interact with stakeholders on planning updates.

Maintain and update other MCM planning documents

Interact with the County Planning Department for GIS support

Support PHEP, including MCM, with planning, training, and exercises.

Provide support for the PHEP and MCM program’s on site operations

Assist in developing a life cycle management plan and inventory system for pre-purchased or acquired PHEP materials, supplies, and equipment

Drive and operate all Delaware County Emergency Services equipment and vehicles.

Utilize radio and other equipment to communicate during emergency and daily operations

Support the disaster and emergency response efforts

Support EOC operations as assigned by the Director

Support Population Health, Health Department, and County initiatives and activities

Perform other duties, tasks and special projects, as required


QUALIFICATIONS / REQUIREMENTS

Valid driver's license and ability to pass a background check

Bachelor’s Degree or equivalent

Three years of experience in administration, data management, communications, public health emergency preparedness, emergency management field and/or military service

Experience using Microsoft Office including Word and Excel.

Experience working with data management systems.

Ability to maintain confidential information and handle confidential matters

Ability to follow protocol, procedures, guidelines

Able to carry out written or verbal instructions

Demonstrated experience effectively leading and directing staff and/or volunteers

Excellent communication skills

A strong work ethic and ability to manage a demanding workload

Strong relationship-building skills. Ability to work independently and as a member of a highly productive team

PHYSICAL DEMANDS

While performing the duties of this position, the employee is frequently required to walk, sit, lift or carry items, drive a vehicle during working hours, and talk or hear. Occasionally, the employee will need to stand; reach or work with arms above shoulders; bend, twist or rotate at the waist; kneel, stoop, crouch or squat; climb stairs; push items; work with machinery; and work with an uncommon level of noise. On rare occasions, the employee will need to crawl.


OTHER

Ability to work extended hours, as necessary

Requires 24/7/365 availability for emergency situations


WORKING CONDITIONS

Monday through Friday 8:30AM-4:30PM and on call essential employee.
