Summary

The Network Specialist Supervisor is responsible for the design, implementation, maintenance and support of the County's LAN/WAN, datacenter, telephony, server and desktop systems. Duties within this job may be considered to be essential to the restoration of services outside of normal business hours. Individuals in this job are required to answer such calls.


Essential Duties

Oversee the on-going operations of numerous servers and the enterprise Storage Area Network (SAN); production and redundant servers.

Manages backup and restore operations.

Proactively manage the efficiency, reliability, and business continuity of the County IT infrastructure.

Provide Server Administration for a 75+ node VMware servers and Azure Servers Provide Storage Administration for SAN (Storage Area Network) with 175Tb.

Manage, create rules and objects in Fortinet Firewalls.

Manage the county's IT infrastructure projects.

Make decisions on and approve final design and implementation of IT infrastructure.

Perform review and approval prior to deployment of any new networking technology or enhancements to existing technologies, design, implementation plan, testing, documentation, and support requirements based on industry and county standards.

Review and sign-off on all proposed network projects and vendor/consultant proposed projects.

Meet with vendors, prepare Requests for Proposals, prepare status and network performance reports, and assess vendor and consultant proposals.

Provide top-level troubleshooting for all enterprise systems, applications, desktop, network and Windows domain functions as required.

Assist with installation, upgrades, and support of County applications (e.g., Web servers, imaging system, GIS, MS Exchange, Microsoft SQL, remote access capabilities and all critical systems required for County business functions.

Troubleshoot network outages.

Facilitate disaster recovery, business continuity planning, compliance enforcement and audit functions.

Support departmental Change Control Policy and Procedures. Mentor staff. Assess vendor and consultant proposals.

Provide on-call and after-hours support.

Creation of Network accounts using active directory.

Coordinate all networked printers.

Use SCCM to send out security patches monthly.

Creation of E-Mail accounts using Microsoft 365.

Ability to add and configure users in DUO.

Monitor Crowdstrike console and address threats as they come.

Develop and monitor budgets for network projects.

Perform other duties, tasks and special projects, as required.


Qualifications

Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience.

Professional Certifications.

Strong verbal and written communication skills.

Strong marketing and presentation skills.

Strong planning, project management and ITIL principles.

Strong organizational skills.

Strong understanding of inventory, fault management, system logging and proactive incident management processes.

Ability to oversee and monitor delivery of outside provider services.

Familiar with system assessments.

Ability to multi-task (daily as well as long-term projects, activities, and tasks).

Ability to maintain open communications and involvement within the IT organization.

Familiar with network security functions.

Familiar with strategic and tactical IT planning concepts.

Ability to deal with a significant level of stress and maintain stability under pressure.

A valid driver’s license is required.


Preferred Skills, Knowledge & Experience

Three years of experience as a manager in a large, enterprise-wide IT operation.

At least two years of planning, project management, ITIL Best Practices and organizational skills.

At least five years of hands-on experience in a technical role.

Current with IT networking and telecommunication trends.

Knowledge of ITIL Best Practices, project management methodologies, and system assessment and selection methodologies.

Experience in contract development and negotiations.

Experience dealing with networking, hardware and other IT technology vendors and consultants.

Ability to multi-task over a variety of projects.

Ability to develop and produce appropriate metrics and reports.

Exhibits sound and accurate judgment.

Strong analytical and problem solving-skills.

Creativity and flexibility.

Ability to work independently.

Knowledge of systems monitoring and reporting software.

Knowledge of change management and change control procedures.

Strong understanding of high quality support, and appropriate IT policy, protocol and procedural requirements.

Physical Demands

While performing the duties of this position, the employee is frequently required to stand and talk or hear. Occasionally, the employee will need to walk, sit, climb stairs, work with machinery, and drive a vehicle to and from different locations. On rare occasions, the employee will need to reach above shoulder height; work with arms above shoulders; bend at the waist or work bent at the waist; kneel, stoop, crouch or squat; crawl; twist or rotate at the waist; and push, lift or carry items;

The noise level in the work environment is usually quiet.

Will work inside 95% of the time.
