Position Description

This position is responsible for the Healthy Kids, Healthy School Initiative that supports the assessment, enhancement, necessary development and monitoring of the community mental health, behavioral health, and substance abuse treatment services for the children ages 0-18 in the County of Delaware including schools. The coordinator will work to ensure that all Delaware County youth have equitable access to cohesive, student and family centered evidenced based services.


Essential Duties

Specific duties with respect to the Healthy Kids, Healthy Schools Initiative include, but are not limited to, the following:

Analyzes, plans, coordinates, and monitors the county's children's mental health, behavioral health, and substance abuse program services

Assists with the oversight of contracts to assure they are adhering to state and county regulations, policies, procedures, and contractual obligations; assists with the resolutions to problems and inconsistencies with services provided within the service agreements.

Interprets rules, laws, regulations, policies and procedures to Human Services Program staff, contracted providers, schools and others.

Analyzes and enhances/develops programs plans, policies, procedures and conducts need assessments.

Meets with representatives from public and private provider and school entities, community services organizations, federal, state and county agencies to strategize the Health Kids, Healthy Schools Initiative.

Knowledge of the principles and practices of mental health program planning and development as it relates to the implementation of direct services and operational procedures.

Knowledge of current social, economic, and health problems and resources as it relates to the field of mental health.

Knowledge of the structure, organization, and methods of public and private mental health agencies and institutions.

Knowledge of the principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

Provide oversight and implementation of the HKHSI Strategic Plan by accomplishing the following goals and outcomes.

Sustainability

Research and develop Best Practice Resource Clearinghouse for children's mental health, behavioral health, and substance abuse.

Research, develop and oversees consistent, equitable, and sustainable funding streams for this initiative.

Partnership Planning

Identify, Engage and Collaborate with agencies and community partners addressing MHBHSA prevention, intervention, and treatment.

Implement structures to ensure coordination and remove barriers to coordination & communication among schools & relevant agencies that support DelCo's Diverse students and families.

School-Based Partnerships

Research, plan and analyze a comprehensive review of existing agency partnerships including how they are funded.

Equity

Assess, analyze, and ensure service access equity and equitable community knowledge.

Complete countywide service & access review, gap analysis & proposed steps for amelioration of barriers to access of mental health, behavioral health and substance abuse treatment and resources.

Intervention Pilots

Develop, implement, and monitor a comprehensive review of current mental health, behavioral health, and substance abuse treatment. program pilots with County Schools.

Tier 1 Support & Enrichment

Review Countywide and school district professional development plans and develop, analyze, and implement best practices for professional development for school-based staff as it pertains to treatment of children and youth.

Data Practice

Data Collection & Sharing Systems

Complete a countywide data collection & sharing guideline for MHBHSA services and access.


Minimum Experience and Training Requirements

One year as a County Mental Heath Program Specialist 1 OR three years of professional level experience in the field of Mental Health; and a bachelor's degree; OR any equivalent combination of experience and training.

This position does not have a residency requirement.

Legal Requirements: This position falls under the provisions of the Child Protective Services Law.

Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including, but not limited to, PA State Police, Child Abuse history clearance, and FBI clearance.
