The Procurement & Contracts Manager manages the procurement, RFP and contracting processes for all ongoing Information Technology programs. Ensures that adequate and appropriate internal controls are in place and procurement is conducted in compliance with Delaware County policies and procedures. The qualified candidate will also manage the IT budget and Capital Investment Program for IT.
Oversee the procurement process, evaluate costs effectiveness and provide support in negotiating subcontracts and sub-agreements, based on Delaware County procurement policies and regulations
Evaluate the quality and appropriateness of proposed services, supplies and equipment, conduct cost and quality comparisons and analysis
Manage and oversee evaluation process, selection recommendations and recommends the best value proposals for awards
Prepare RFPs and documents procurement guidelines
Provide a dashboard of contracts, contract renewals, licensing usage, purchases pending and in process
Manage the IT budget including development, approval, and monthly tracking
Coordinate payment of invoices with the finance team and controller’s office as needed
Manage the development of the IT Capital Improvement program
Focus on continuous improvement of the contracting and procurement process
Ensure that purchases are based on competitive bidding and sufficient number of responsive quotations/proposals
Provide support, advice and assistance when needed in procurement of services, supplies, equipment for the projects, and provision information on best options in local and international markets. Follow market trends and stay abreast of any relevant developments
Ensure timely delivery of goods and services for County programs
Monitor vendors/subcontractors’ performance
Any other procurement/contracts related duties as requested
Bachelor’s Degree preferred or equivalent combination of education and work experience in a technical competency area such as: contracts, business administration, management, accounting, economics
Previous contract/procurement experience required
Proven problem-solving ability, detailed orientation and effective inter-personal skills
Computer proficiency in general office software applications (i.e. Word, Excel, Outlook)
Strong written & oral communications
Great analytical and quantitative skills
Ability to handle and resolve all vendors/suppliers complains and comments
Ability to work both independently and on a team
Ability to work productively with little supervision
Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
