Summary

The Internal Auditing Manager will supervise all Internal Audit staff members and their work. When necessary, the Audit Manager will assist in executing the annual audit plan to reach department goals. This individual will be responsible for receiving all fraud and abuse tips/complaints submitted directly to the Controller or through the Controller's website and promptly investigating and closing these matters. The Audit Manager will be proactive within Delaware County Government and the community to minimize fraud risk by developing free fraud prevention classes for fellow employees, community not for-profit organizations, and other interested citizens. The Audit Manager will support the Controller and First Deputy Controller as needed.


Essential Duties

Under the direction and oversight of the First Deputy Controller, the Internal Auditing Manager will:

Manage the audit staff on a daily basis by monitoring progress, answering questions, providing support, engaging employees and analyzing results

Conduct and/or assist with required audits of all District Courts, Row Offices and other Delaware County Government entities as mandated by PA County Code

Review and approve all completed work papers and draft audit reports

Prepare and update existing audit programs as necessary

Attend seminars and conferences in order to comply with departmental and other required continuing education requirements

Prepare and update risk assessments of the various operational units comprising the County of Delaware

Prepare an annual audit schedule to include all required audits and at least two additional, miscellaneous projects approved by the Controller and/or Deputy Controller

Provide evaluations of staff auditors' on-the-job performance

Assist in the training of new staff auditors

Prepare an annual audit report for inclusion on the Controller's webpage along with all other audit reports and management letters

Prepare disclosures annually for inclusion in the county CAFR

Provide assistance to the external audit team as needed

Perform all other duties, tasks and special projects as assigned


Qualifications

Bachelor's degree in accounting or equivalent combination of education and experience

5 -10 years of internal audit experience

CPA and/or CIA certification a plus

CFE certification a plus

Ability to interface effectively with all levels of County management

General familiarity of fiscal planning

Advanced math and accounting knowledge.

Excellent verbal and written communication skills.

Basic to intermediate skills in using a personal computer and various software packages.

Knowledge and skill with modern office equipment (fax, copier, calculator, etc.).

Effective customer service experience.

Ability to work independently and as part of a team.

Ability to maintain confidential information and handle confidential matters.

Ability to work as part of a team.

Effective problem-solving skills.

Strong time management skills.

Ability to establish priorities (remain focused on daily operations).

Accurate and detail-oriented.

Advanced organizational skills.

Able to carry tasks to completion.

Preferred Skills, Knowledge & Experience:

Government audit experience.

Minimum of five years of financial, accounting, and management experience.

Excellent interpersonal skills.

Strong professional ethics.

Ability to handle and resolve recurring problems.

General knowledge and understanding of County of Delaware policies and procedures.

Computer Skills:

To perform this job successfully, an individual should have:

Intermediate Word skills, Intermediate Excel skills, Basic Access skills

SAP skills or the ability to learn SAP

Basic Outlook skills (Email and Calendar)

Basic Internet skills (for research purposes)

Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within six months of starting employment.
