The Housing Program Manager performs day to day activities related to all aspects of the planning, implementation, and reporting of the Federal HOME Investment Partnership Program and assists with the Community Development Block Grant Program and related state and local housing and community development projects as directed, in accordance with program regulations.


Duties of Position

Under general supervision of the director:

Ensures compliance with HUD and County regulations for the Homeownership First Program including monitoring of subgrantees, recordkeeping, financial and program reporting and invoice approval.

Directs, schedules, coordinates, and monitors all work performed by the Housing Specialist. Administration and oversight of the Lead Hazard Reduction Program, including supervision of the Lead Specialist.

Ensures compliance with the County policies and procedures for the Affordable Housing Fun projects including monitoring of subgrantees, recordkeeping, financial and program reporting and invoice approval.

Assist with the preparation of the 5-year Consolidated Plan, Annual Action and Consolidated Annual Performance and Evaluation reports.

Provides technical assistance to non- and for-profit housing providers.

Assists with maintenance of the Integrated Disbursement and Information System (IDIS), the County's financial and reporting system to the US Department of Housing & Urban Development.

Performs program evaluation studies and makes recommendations for improvement.

Prepares and assists with the implementation of the Limited English Proficiency Plan.

Serves as the Fair Housing Officer and coordinates quarterly Fair Housing Task Force meetings.

Coordinates preparation of project funding agreements, attends construction meetings, and ensures compliance with program requirements.

Performs other duties as assigned.


Qualifications

Bachelors Degree in urban studies, community development, or related field PLUS six (6) years' experience; or equivalent combination of education and experience.

Minimum of two (2) years experience implementing HOME Investment Partnership Program or HUD funded activities.

Demonstrated ability to work independently and multi-task is essential.

Excellent written, oral, and graphic communication skills are required.

Abiblity to work effectively with people of diverse backgrounds

Strong working knowledge of budgets, spreadsheets, and interpreting audits.

PA Drivers License required.
