This is professional fiscal and administrative work supervising and/or administering the financial operations in a human services agency, or assisting a County Fiscal Officer 3 or Administrator. An employee in this class administers the financial operations or serves as an assistant to a County Fiscal Officer 3 or administrator in an Area Agency on Aging, or a County Mental Health/Mental Retardation Agency, or a Children and Youth Agency, or a Drug and Alcohol Single County Authority (SCA), or other county human services agency.
Experience with budget development.
Experience with maintenance of a complex fiscal and accounting structure.
Ability to review and monitoring of agency and provider fiscal and accounting operations, including such areas as budget, receipts and expenditures.
Ability to review and monitoring of fiscal and accounting operations of program funded and fee-for-service provider agencies.
Experience in conducting internal program reviews, audits; also the conduct and review of small scale audits of provider agencies, and the provision of training and technical assistance to provider agencies.
Responsible for fiscal/budget forecasting, development of indirect cost allocation plans and cost settlements.
Participate in the development and fiscal monitoring of contracts.
Responsible for the maintenance of complex fiscal, accounting and banking records, and client accounts.
Experience with the preparation of tax returns and a variety of reports.
Work may involve participation in the bidding and procurement of supplies and services.
Work may also include responsibility for the preparation of payroll for the agency or preparation and submission of all supportive payroll data for the agency to the county's fiscal office.
Supervision may be exercised over professional, technical and/or clerical staff.
Work is performed with considerable independence under the direction of an administrative supervisor, and is reviewed through conference and reports.
One (1) year as a County Fiscal Officer 1; or two (2) years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or four (4) years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or an equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
This position requires Pennsylvania residency.
