Position Description

The First Assistant Administrator plans, directs, supervises and coordinates all activities of the 30 Magisterial District Courts and support staff within the Magisterial District Court System.


Duties of Position

Under general supervision of the Administrator for Magisterial District Courts:

Exercises general supervision over all employees in the 30 District Courts;

Oversee and direct Regional Assistant Administrators;

Supervise Office Manager and other staff in the Administrative Office for Magisterial District Judges

Reviews analysis of departmental costs, spending projections, etc., and monitors preparation of the annual budget for the Magisterial District Court System;

In conjunction with the County Solicitor, negotiate leases, contracts for improvements, additions, etc., relating to the facilities used as District Courts

Attends meetings and coordinates with various Departments implementing policies, programs, etc.;

Prepare IRS 1099 forms for Constable payments;

Review and process purchasing requests and check requests;

Oversee supply ordering and distribution for 30 District Courts;

Assists the Administrator in developing and monitoring department policies and procedures, etc.;

Addresses and resolves personnel problems and complaints;

Interacts with Magisterial District Judges to resolve problems and maintain court operations;

Prepares and schedules continuing education programs for Magisterial District Judges, staff, etc.

Completes special projects relating to the Court System.

Perform related duties as required.


Qualifications

High School graduate or equivalent; Prefer Bachelor’s Degree or related work experience. Prefer previous supervisory experience. Minimum five (5) years of experience in the Magisterial District Court system with a comprehensive knowledge of the MDJS computer system and thorough knowledge of Magisterial District Court operations. Prefer previous supervisor experience and/or leadership qualities. Must have the ability to deal with upset, irate or hostile people and work well under pressure. Must have the ability to administer guidance and discipline to over 140 employees. Good organizational skills; ability to communicate clearly, both orally and in writing.

Physical Requirements: Normal good health.

Working Conditions: Busy Administrative Office; 8:30 A.M. to 4:30 P.M.; Usually 35 hour week, sometimes more as needed.
