The Director of Public Works leads the management of the built environment under Delaware County’s control through innovative, sustainability-focused and fiscally responsible program development. The Director will be responsible for the operations and maintenance of County-owned facilities, the development and implementation of a five-year Capital Improvement Program (CIP), the maintenance of County-maintained bridges and infrastructure, and the interactions with properties leased by the County. The Director of Public Works reports to the Chief Sustainability Officer.
Operations & Maintenance
Oversees the operations of County-owned facilities and the functioning of all building systems including mechanical, electrical, fire/life safety, plumbing, and waste management
Supervises contractors involved in small, non-capital projects and delivery of services
Ensures building operations comply with all local zoning laws and regulations
Assists facilities manager with proactively identifying projects for the CIP
Capital Improvement Program
Plans, develops and implements short-term and long-term capital improvements through a five-year CIP, in collaboration with a steering committee, capital projects committee and County Council
Analyzes CIP requests and determines the necessity, validity, and cost-effective means for solutions
Oversees capital projects from scope development, design specification, bid process, construction, and post completion
Manages capital project manager and administrative staff
Infrastructure Maintenance
Directs inspection and maintenance of County-owned bridges and infrastructure (not roads)
Oversees infrastructure project manager who serves as owner liaison for design, renovation, and construction of bridges and infrastructure
Leased Property Coordination
Oversees coordination of properties that the County leases and occupies
Maintains list of properties, functions, leases, and current space programming
Works with County Solicitors office as needed
Management
Oversees department budgetary operations and prepares budgets as required
Ensures that the County’s sustainability goals are infused into all aspects of Public Works
Promulgates procedures to ensure proper organization and use of personnel
Keeps records and prepares reports, including personnel reports
Manages Maintenance Manager, Capital Projects Manager, Infrastructure Manager, Property Coordinator and departmental administrative staff
Develops and recommends policy options and alternatives for consideration by the Chief Sustainability Officer, Executive Director and County Council
Develops and presents action items to members of Council
Strong knowledge of engineering concepts, including electrical, hydraulic, and mechanical concepts; project management concepts; and sustainable facilities implementation
Success as a collaborator and relationship builder, with strong interpersonal skills and the ability to build coalitions and working relationships across a broad range of individuals and groups
Demonstrated track record in leading change with an understanding of the contexts, cultures and politics within institutions that impact the implementation of effective diversity change efforts
Demonstrated success in working collaboratively to develop and implement recruitment and retention strategies focused on building a diverse workforce
Proven analytical and managerial skills with the abilities to identify and manage resources, develop metrics and monitor performance, and prepare and deliver presentations and written information
History of effective leadership in a culture of shared governance
Excellent leadership, management, communications, and interpersonal skills
Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
