Summary

The Data Modernization Specialist works across multiple internal divisions and program areas to modernize core data and surveillance infrastructure at the Delaware County Health Department. This position will work closely with Information Technology to support Public Health projects and programs.


Essential Duties

Serves as primary point of contact for initiation of public health informatics data modernization project at DCHD and for all current DCHD information technology/data systems.

Completes an initial needs assessment with program area staff.

Ensures projects abide by Public Health Data Governance policies and standards.

Communicates public health data needs to the county Information Technology department for development of requirements and specifications for new or updated public health information systems, clinical care, and supporting processes.

Completes and maintains public health documentation for system- and service-related projects.

Develops training content for the public health workforce.

Manages comprehensive data inventory of DCHD’s public health data systems.

Maintains high level of current public health knowledge on population health informatics applications, trends, and changes in various health information technologies.

Perform other duties, task and special projects, as required.


Qualifications

Bachelor’s degree in public health, political science, business, computer science or related field; AND a minimum of 2 years of experience in data management and evaluation or related field; OR an equivalent combination of education and experience

Knowledge of public health systems, workflows, and project management is required.

Knowledge of statistical analysis software.

Skilled in the use of evaluation results to improve program and organizational performance.

Knowledge of promoting interoperability and HIPAA is preferred.

Valid driver’s license and ability to pass a background check.

Ability to interact appropriately and effectively with a wide range of persons.

Ability to maintain and handle confidential information.

Ability to follow protocol, procedures, and established guidelines.

Ability to be flexible and adapt to changing circumstances and needs.

A strong work ethic and ability to manage a demanding and changing workload.

Ability to demonstrate the value of a diverse public health workforce.

Ability to describe conditions, systems, and policies affecting community health and resilience.

Ability to Apply critical thinking in decision making.


Computer Skills

Proficiency in Microsoft Applications (Office, Word, Excel, PowerPoint, Outlook, Teams).


Physical Demands

While performing the duties of this position, the employee is frequently required to stand, walk, sit, bend at the waist, and talk or hear. Occasionally, the employee will need to reach or work with arms above shoulder height, kneel, stoop, crouch or squat, crawl, climb stairs, twist or rotate at the waist while working; push, lift or carry items.

*The selected candidate will be required to obtain, at their own expense, 3 forms of clearance, including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing prior to employment.

**Delaware County requires all DCHD employees be up to date for their COVID-19 vaccination. Proof of vaccination must be submitted before a candidate’s start date if hired.
