Primary Duties and Responsibilities

Under general supervision of the Director of Soil & Water Conservation:

Conducts field inspections to check for compliance to Chapter 102 Erosion Control Program & Clean Streams Law, and Chapter 105 - Water Obstructions and Encroachments.

Prepares detailed reports and letters of Field inspection findings.

Serves as lead witness and prepares evidence in enforcement actions conducted by Department and District.

Reviews erosion and sediment pollution control plans submitted by engineers and provides assistance to permittees on implementation.

Assists and attends seminars, workshops, events for informational/educational programs.

Conducts annual Poster Contest for grades K-12.

Reviews NPDES permit applications for compliance and provides assistance.

Receives continual training to provide for a complete and accurate performance.


Qualifications

Education: Conservation Technician: Technician performs a variety of duties pertaining to soil conservation/erosion and sediment pollution control with the Department of Environmental Protection Delegation Agreement.

Experience: B.S. degree in Environmental Science, Biology, Agriculture, or other related fields. Course should include: Mathemetics, Soils, Hydrolog, Cartography, Technical Writing, Water Resources, Urban Planning, Engineering, Computer Courses, and other courses appropriate to natural resource conservation.

An Associate Degree in Water Resources, Civil, or any other appropriate field of engineering technology and one year of experience, or a High School diploma, the required technical abilities and two-years' experience in the field of erosion and sediment pollution control would be acceptable as the minimum experience/training. PA Drivers license required.

Physical Requirements: Normal good health, ability to transverse disturbed uneven construction sites.

Scheduled Hours: 8:00 A.M. TO 4:30 P.M.; 37.5 hour week. A significant portion of the work involves inspection of Construction Sites in all weather conditions
