The Community Development Specialist performs day-to-day activities related to the planning, implementation, and reporting of the Federal Emergency Solutions Grant and Community Development Block Grant Programs, as well as other related state and local housing and community development projects, in accordance with program regulations.


Assists with the development of the Annual Action Plan and implementation of the annual application process

Ensures compliance with HUD and County regulations for public service activities, including determining project eligibility, monitoring subgrantees, recordkeeping, invoice approval, financial and program reporting

Prepares Project Eligibility Determination Forms and prepares and gathers supporting documentation for public service projects

Ensures compliance with HUD, State, and County regulations for the Homeless Prevention and Rapid Re-Housing Programs, including monitoring of subgrantees, recordkeeping, financial and program reporting and invoice approval

Provides technical assistance to non and for-profit housing providers

Assist in the preparation of Federal Program Environmental Review Records as mandated by the National Environmental Protection Act

Assist in preparation of environmental clearances as requested by HUD and others including the Delaware County Continuum of Care and the Delaware County Housing Authority

Participates in the Continuum of Care application process and participates in the CoC Governing Board HMIS/Performance, Planning & Coordination, and Housing Access & Stability Committees

Represent OHCD at the Continuum of Care Advisory Team, Continuum of Care and Homeless Services Coalition Team meetings

Performs database management, entry and reporting for active and closed out projects

Assists in the Implementation of public service projects through arranging annual Project Award and monitoring meetings

Performs other duties as assigned


Bachelor’s degree in Urban Studies, Community Development, Planning or related field. Excellent computer, written, oral, and graphic communication skills required. Ability to work in a team environment on a wide range of projects involving both public and private interests is essential. Excellent organizational and time management skills and familiarity with federal housing policy is desirable. PA Driver’s license is required.

Physical Requirements: Normal, good health.

Working Conditions: 8:00 – 4:30 Monday through Friday, 37.5 hours per week; air-conditioned office; out-of-office meetings and site visits; occasional overtime in connection with assignments.
