Summary

The Community Development Manager assists the Director in carrying out the day-to-day work activities and directs staff related to all aspects of the planning, implementation, and reporting of the Federal CDBG, HOME, and ESG Projects in accordance with program regulations.


ROLE AND RESPONSIBILITIES

Assists with maintaining the Integrated Disbursement and Information System (IDIS), the County's financial and reporting system, to the U.S. Department of Housing and Urban Development.

Manages all aspects of the CDBG-funded Owner-Occupied Housing Rehabilitation Program.

Directs, schedules, coordinates, and monitors all work performed by Lead Specialists and Community Development Specialists.

Manages the annual CDBG program application process, including implementation of the Public Participation Plan.

Assists with the administration and implementation of federal, state and locally funded affordable housing developments by providing technical assistance, reviewing funding proposals, developing agreements, coordinates and reviews invoices for payment.

Provides technical assistance to nonprofit and municipal applicants and subrecipients.

Assists in the development of the Annual Action Plan and Consolidated Annual Performance and Evaluation Reports to HUD.

Manages the Federal, State and County project implementation process, including contracting, reporting and project close out.

Implements procurement and contracting for professional services in accordance with federal and County policies.

Reviews invoices to ensure they are accurate and processes invoices for payment.

Performs other duties, as assigned.


QUALIFICATIONS, SKILLS, ABILITIES, AND EDUCATION

Bachelor’s degree in planning, public administration, or related field plus (4) years of progressively responsible experience; or equivalent combination of education and experience. Demonstrated ability to lead creatively in a team environment. Excellent written, oral, and graphic communication skills required. Preferred two (2) years’ experience implementing HUD CPD Programs. PA Driver’s license required.

Physical Requirements: Normal, good health; ability to visit active construction sites is required.

Working Conditions: 8:00 – 4:30 Monday through Friday, 37.5 hours per week; air-conditioned office; out-of-office meetings and site visits; occasional overtime in connection with assignments.
