Salary: $65K - $75K
Working Conditions: 8:30-5:30 PM - Travel to/from sites; may have to work outside in inclement weather. Normal office environment.


Summary

The Chief Assessor receives recorded and approved construction plans/building permits for Commercial/Residential construction projects in Delaware County. The Chief Assessor also supervises the Homestead Coordinator, Deed Clerks, and Tax Assessors.


Duties of Position

Under general supervision of the Board of Assessment Manager:

Obtains parcel number, assigns folio numbers and prepares corresponding files and forms.

Inspects construction sites at various times to check progress and record pertinent information.

Measurers perimeter and interior.

For industrial sites, one must obtain a thorough working knowledge of site operations and the purpose of structures/buildings in order to determine what is assessable. Calculates appropriate assessment for property/structures.

Verifies observations with plan/permits and resolves discrepancies; may utilize other sources to obtain needed information.

Sketches construction to scale.

Once a week remains in the office to complete paperwork, update files, assist visitors, and respond to phone calls.

Attends Tax Assessment Hearings and provides a manager with the necessary information pertaining to properties in question in determining the appeal results.

Oversees Homestead Coordinator making sure all data is being entered when applications are received; Accept or Deny cards are being sent to property owners; State reports are being completed and forwarded to the State in a timely manner.

Meets with the manager as needed to receive and discuss work assignments and resolve problems.

Perform related duties.


Qualifications

High school graduate or equivalent. Must have State Certification by State Equalization Board and be re-certified every five years. Must attend classes throughout the year. Must have a valid PA driver’s license. Minimum eight years of experience as a property assessor.


Physical Requirements

Normal to good health.
