Summary

Reporting directly to the Warden, the Chief Deputy Warden provides direct supervision and management to the Deputy Wardens of Security and Training, Administration and Operations, and Programs and Support. The Chief Deputy Warden will act as Warden in his/her absence. The Chief Deputy Warden provides leadership, guidance, direction, and overall management in the safe, ethical, and orderly operations of the facility. Conducts vulnerability assessments and reviews processes to ensure progression and development while ensuring compliance to Title 37 and other accrediting bodies without comprising safety and security procedures/protocols for employees and incarcerated persons. Coordinates with outside law enforcement agencies including courts. Pursues opportunities to increase employment standards, retention, professionalism, and training. The Chief Deputy Warden will be expected to fulfill on-call duties.


Essential Duties (Illustrative Only)

Provides direct supervision and leadership to Deputy Warden of Security and Training Operations, Deputy Warden of Administration and Operations, and Deputy Warden of Programs and Support.

Directs and participates in a variety of administrative and correctional management functions in accordance with applicable laws, regulations and standards, in tandem with facility mission, values, and goals.

Directs security and training operations functions and activities.

Oversees capital project management within the facility to ensure successful implementation of advancements.

Assists in the overall management of the facility budget.

Planning future facility growth and identifies areas of revenue for the facility to offset operating budget.

Evaluates facility compliance with applicable standards and expectations to include contract compliance.

Coordinates training for subordinates.

Monitors the services and recreation provided to the Restrictive Housing areas.

Directs the work of other employees. This may include the selection, hiring, evaluation of job performance, training/development, promotion, disciplinary action, and termination.

Serves as a member of the facility management team.

Serves as a member of the management team in the annual revision of the policy and procedures manual.

Plans, implements, and monitors facility emergency response plans.

Coordinates with local schools and universities for increased partnerships.

Develops, generates, analyzes, and evaluates relevant data and reports.

Available to act as Warden when required.

Performs other duties and responsibilities as needed to ensure the effective and successful operation of the facility.

Completes other duties as assigned by the Warden.


Qualifications

Bachelor's degree in the criminal justice, behavioral sciences or related field supplemented by courses in business administration and a minimum of ten (10) years of work experience in a correctional/detention facility at the level of mid-management, or an equivalent combination of work experience and education required.

Must possess a working knowledge of program objectives, policies, correctional laws, applicable court orders, procedures and requirements for managing a secure correctional facility as demonstrated by having a combination of relevant work, education and research experience. Exceptions may be made concerning supervisory experience if the candidate clearly demonstrates the ability to supervise the proper administration of a correctional/detention facility of a substantial number of incarcerated persons.

Must be mature, flexible, intellectually alert, able to command the respect and confidence of incarcerated persons and staff, and philosophically committed to the objectives of the facility.

Able to lead and function independently, making informed decisions using sound professional judgment.

Effective communication, problem solving, and conflict resolution skills

Proficient with computer systems.

Work Environment

Standard jail facility and office environment. Incumbent performs duties in a jail facility which may involves sitting and walking at will, walking/standing and/or sitting for long periods, lifting/ carrying heavy objects, crouching/kneeling, bending at the waist, close and far vision, reaching, handling/ grasping/fingering objects, hearing sounds/communication. Incumbent is frequently exposed to the hazards associated with jail operations, such as potentially violent individuals and communicable disease.
