Summary

The Chief of Courthouse Police & Fire is responsible for the overall administration, direction, and operation of the Delaware County Park Police Department and oversight of Delaware County Constables. This position ensures the safety and security of county parks, government buildings, courts, and other facilities. The Chief develops and implements departmental policies, supervises staff and Constables, coordinates law enforcement efforts, and ensures compliance with applicable laws and standards. The Superintendent also represents the department in official capacities and collaborates closely with regional law enforcement, the judiciary, and County agencies.


Essential Duties

Oversees the daily operations and functions of the Park Police Department including patrol, criminal investigations, and administrative units.

Supervises and provides direction to 38 elected and deputy Constables assigned to the County.

Coordinates and assigns prisoner transports to and from District Courts, prisons, hospitals, and local police departments.

Oversees courtroom and holding cell security, maintaining order and ensuring safety.

Manages constable operations including budget oversight, vehicle and equipment maintenance, and approval of pay sheets for criminal and civil court-related work.

Oversees assignments of court-ordered warrants and writs.

Works directly with the President Judge, District Court Administrator, and District Attorney’s Office.

Develops departmental goals, objectives, policies, procedures, and regulations.

Supervises and evaluates staff; oversees recruitment, training, discipline, and scheduling.

Coordinates inter-agency operations and mutual aid with local and regional law enforcement.

Manages department budget, equipment procurement, and payroll oversight.

Oversees the department’s internal affairs and criminal investigation divisions.

Responds to critical incidents and represents the department in public safety meetings.

Addresses recruitment and retention strategies amid evolving law enforcement challenges.

Ensures compliance with state-mandated training, certifications, and departmental accreditation.


Qualifications

Bachelor’s degree in Criminal Justice, Public Administration, or a related field required. Master’s degree preferred.

Act 120 certification and graduation from an accredited police academy required.

Minimum of ten (10) years of progressively responsible law enforcement experience including supervisory roles.


Preferred Skills, Knowledge & Experience

Extensive knowledge of policing principles, operations, and regulatory compliance.

Strong leadership, strategic planning, and personnel management skills.

Ability to work collaboratively with diverse agencies and communities.

Effective communication and crisis management capabilities.


Computer Skills

Proficient in Microsoft Office Suite (Word, Excel, Outlook).

Familiarity with law enforcement databases and report management systems required.


Physical Demands

While performing the duties of this position, the employee is frequently required to stand, walk, sit, drive, bend at the waist, and talk or hear. Occasionally, the employee will need to reach or work with arms above shoulder height, kneel, stoop, crouch or squat, crawl, climb stairs, twist or rotate at the waist while working; push, lift, or carry items.


Work Environment

Combination of office, patrol, and outdoor environments.

May require night, weekend, holiday, and on-call availability.


Other Requirements

Must possess a valid Pennsylvania driver’s license.

Must pass a comprehensive background investigation, psychological evaluation, and medical examination.

Reliably commute or plan to relocate before starting work (Required).
