Starting Pay: $85,000 Annually
The Captain reports directly to the Majors. Responsible for providing administrative support to the Majors and Deputy Warden of Security and Training requiring application of varied and complex work methods and procedures to include but not limited to policies, practices, and procedures of the organization. Conducts assessments and reviews processes to ensure the safe operations of the facility while ensuring compliance to Title 37 and other accrediting bodies without comprising safety and security procedures/protocols for employees and incarcerated persons. The Captain is scheduled for on call duties.
Ensure that the daily departmental rosters are staffed consistently with contractual and facility staffing requirements.
Review daily departmental rosters for accuracy and prepare the Position Vacancy Report for the Warden on a daily basis.
Review the Daily Count Verification Sheet for accuracy and completeness and submit the Daily Census Report to Administrative staff.
Provide general supervision over the daily operations of the Security support posts to include the Lieutenants/Shift Commanders, Fire & Safety Manager, Intake, Range Master, Disciplinary Hearing Coordinator, and Senior Leadership.
Review all Critical Incident Reports (CIR) submitted daily for accuracy and completeness. Make any necessary corrections and prepare for Major’s/Deputy Warden’s signature; submit to respective departments.
Assist in the annual review and revision of facility policies, procedures, post orders, and emergency plans.
Organize office operations and procedures for the efficient workflow of work within the Security Administration as well as the integration of inter-departmental workflow and sequences.
Establish and maintain effective working relations with a wide spectrum of employees, officials, and leadership within the facility.
Prepare documentation and reports consistent with responsibilities of the Warden’s office.
Conducts hearings and investigations into policy violations, as needed, and prepares/submits related documentation.
Develop and maintain an effective and organized filing/information retrieval system.
Gathers requests and/or provides factual information requiring reference to a variety of sources.
Implement procedures for schedules and coordinates the processing and maintenance of record keeping and filing systems.
Develop and complete weekly and monthly security statistical reports.
Reviews overtime, ensuring all overtime is scheduled in accordance with applicable policies.
Perform advanced clerical and administrative duties, such as providing data with administrative reports submitted to the Warden’s office.
As a member of the facility committees, contributes to and participates in meetings and conferences in which policies are formulated, decisions are reached, budgetary matters discussed, and plans made for Administrative Operations.
In the absence of the Majors, assumes full authority and responsibility a Major for all facility operations and functions during periods of emergencies and non-emergencies.
Authorized to formulate necessary procedures for executing his responsibilities with a minimum of direction.
Performs other related duties as assigned.
Must have the ability to work flexible hours as needed to meet the operational needs of the facility.
High School diploma, GED; college degree highly desirable.
Three (3) years correctional/law enforcement experience and at least two (2) year demonstrated supervisory experience.
Knowledgeable of the American Correctional Association (ACA) standards, PREA standards, and PA Department of Corrections Title 37 regulations.
Must possess excellent interpersonal, written, and verbal communication skills.
Be flexible to adapt to changing conditions, i.e. shift changes.
Ability to analyze problems and develop effective solutions for same.

Standard jail facility and office environment. Incumbent performs duties in a jail facility which may involves sitting and walking at will, walking/standing and/or sitting for long periods, lifting/ carrying heavy objects, crouching/kneeling, bending at the waist, close and far vision, reaching, handling/ grasping/fingering objects, hearing sounds/communication. Incumbent is frequently exposed to the hazards associated with jail operations, such as potentially violent individuals and communicable disease.
