Summary

Works in coordination with and under the supervision of department head to ensure quality library services throughout Delaware County. The Commonwealth of Pennsylvania mandates this position.


Essential Duties

Provide support to DCL member libraries for library-related issues such as staffing, finances, annual reports, etc.

Acts as System liaison with local library boards; advises on personnel issues, how to conduct director searches; attends interviews and helps screen candidates.

Provides training to member library boards on trustee issues as requested.

Encourages professional engagement by librarians and shares ideas and best practices by active membership in professional associations.

Supervises daily van delivery to 26 libraries and 2 branches, including 2 full-time drivers.

Directs all materials acquisitions for DCL headquarters; selects and orders all adult ebooks and downloadable audiobooks for county residents to access.

Oversees McNaughton leasing program purchased by DCL with the intent of supplementing local libraries' bestseller collections. Selects books and directs distribution of them to libraries.

Attends relevant conferences and workshops related to DCL operations.

Completes required reports issued by the Office of Commonwealth Libraries.

Supervises System headquarters employees in director's absence.

Assists System director with general operation of the department.

Perform other duties, task and special projects, as required.


Qualifications

Master’s Degree in Library Science from an ALA-accredited program.

Certification as a professional librarian in Pennsylvania.

Progressively responsible library management and budget experience.

Exceptional customer service skills.

Supervisory and personnel management experience.

Knowledge of Library policies and procedures.

Knowledge of Pennsylvania Library Code.

Excellent communication, organizational and interpersonal skills.

Strong time management skills.

Strong professional ethics.

Collection management experience.

Strong written and verbal communication skills.

Ability to interface effectively with all levels of county management.

A valid driver’s license is required.

Criminal background check.

Child abuse clearance.


Preferred Skills, Knowledge & Experience:

Master’s degree from an accredited college or university with ALA accreditation.

Minimum 3 years progressive management experience.

Excellent communication, interpersonal, and organizational skills.

Proven ability to work successfully in a team environment.

Strong knowledge of principles and practices of public library services.

Thorough knowledge of library automation applications.

General understanding of Human Resource guidelines.

Experience managing multiple priorities and deadlines.

Ability to work independently and proceed with objectives.

Ability to maintain confidential information and handle confidential matters.

Advanced organizational and time management skills.

Excellent interpersonal skills.

Ability to multi-task.

Computer Skills

To perform this job successfully, an individual should have:

Strong computer skills and working knowledge of Microsoft Office.

Intermediate Word skills

Intermediate Excel skills

Basic OutLook or Exchange (Email and Calendar)

Intermediate Internet skills and knowledge

Familiarity with Library online bibliographic and borrower databases, circulation functions, etc.


Physical Demands

While performing the duties of this position, the employee is frequently required to stand, walk, and sit. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances, and drive a vehicle to visit libraries and attend meetings. Hand-eye coordination necessary to operate computers and various pieces of office equipment.

The specific vision requirement for this position is: close vision and the ability to adjust focus.


Work Environment

Office environment

35 hours per week

8:30am-4:30pm, Monday-Friday

Occasional evenings and weekends
