Summary

The Administrative Assistant – Health Director is responsible for providing executive support to the Director of Health and Deputy Directors in a professional manner to ensure efficiency and effectiveness within the Health Department and across the entire County enterprise.


Essential Duties

Perform and facilitate a wide variety of complex and confidential executive support to the Director of Health and Deputy Directors of the Delaware County Health Department (DCHD), such as typing reports and memos, maintaining computer-based and paper files, scheduling appointments, answering office inquiries, providing support for the department’s administrative and human resources needs, creating reports, and updating and maintaining databases and information.

Read and analyze incoming mail and reports to determine significance and distribution. Prioritize and make recommendations for action to the Director of Health and Deputy Directors.

Compose and type correspondence on behalf of the Director of Health and Deputy Directors. Prepare outgoing mail and correspondence, including email and faxes.

Provide administrative support to the Board of Health (BOH), including scheduling meetings, preparing agendas, taking and transcribing minutes, and handling board correspondence. Must be willing to stay late to take minutes for BOH meetings as needed.

Represent the Director of Health and Deputy Directors at meetings and conferences as directed, including managing attendees’ minutes, agendas, and logistics for meetings, sending reminders to follow up on outstanding items, and taking organized notes.

Provide excellent customer service to internal and external customers. Assist in preparing communication vehicles, such as newsletters, web articles and photo releases.

Support the recruitment, onboarding, and retention of a diverse and qualified workforce. Serve as a liaison to the County HR team, coordinating the hiring process and tracking employee progress.

Oversee the development and implementation of HR policies and procedures consistent with county standards and public health accreditation requirements.

Track employee background checks, certifications, clearances, and performance evaluations.

Conduct new hire orientation, onboarding, and recognition programs.

Maintain confidentiality of sensitive personnel information and ensure compliance with all relevant laws and regulations.

Type minutes for various meetings as requested.

Provide assistance for internal and external public relations events.

Provide customer service to internal and external constituencies.

Organize and maintain filing systems, correspondence, and other records.

Coordinate schedule, make appointments, and maintain calendar.

Make all travel arrangements.

Prepare reimbursement reports.

Conduct research, and compile and type statistical reports.

Lead, maintain, and report on special projects assigned by the Director of Health.

Serve as liaison for the Director of Health and Deputy Directors among departments.

Perform other duties, tasks, and special projects, as required.


Qualifications

Bachelor's degree in a related field and a minimum of 3 years’ experience in the field; OR, an associate degree in a related field and minimum of 5 years’ of experience in the field; OR a high school graduate supplemented by 10 years of progressively responsible experience in executive administrative work; OR an equivalent combination of related education and experience.

Ability to maintain confidential information and handle confidential matters.

Advanced skill to use a personal computer and various software packages.

General understanding of human resource guidelines.

Knowledge and skill with modern office equipment (fax, copier, calculator, etc.).

Excellent verbal and written communication skills.

Strong grammar and spelling skills.

Self-starter with the ability to work independently and proceed with objectives without supervision and with little instruction.

Must be a team player with strong interpersonal skills who can work both independently and collaboratively.

Consistently demonstrates sound judgment.

Contributes to a positive work environment.

Ability to handle frequent interruptions while maintaining composure and professionalism.

Must be able to handle multiple critical tasks simultaneously and carry tasks to completion.

Strong relationship-building skills.

Valid driver’s license and ability to pass a background check.

Must be up to date with COVID-19 vaccinations per CDC guidelines.

At least four years of progressive administrative experience with a department head or CEO.
