One year of experience as a staff assistant to an administrative office or as a technician in a staff service of a large organization; and such training as may have been gained through graduation from a four-year college or university; or any equivalent combination of experience and training.
This position requires Pennsylvania residency.

This is an administrative staff position within the Department of Human Services responsible to the Department's Administrative Officer III and Administrative Officer II This position is responsible for office management the Department's contract unit and the clerical staff supporting the contract unit within the Human Services Administration office.
Directly supervised by the Administrative Officer II this position requires the ability to work at an administrative level performing tasks with independent judgment, initiative and with the ability to analyze assignments, procedures, and work situations daily on an independent basis.
Employee is responsible for various administrative functions within the department. Good judgment* confidentiality, problem solving, organization, interpersonal, supervisory and clerical skills, computer expertise, prioritization, dependability in time and performance and a working knowledge of the department and agency policies and procedures are required. Duties are performed with a high degree of accuracy, considerable independence and little review within strict specified time frames, in the absence of the Administrative Officer II, employee is responsible to the Administrative Officer III.
Responsibilities include but are not limited to the following:
Assist Administrative Officer II with the organization and direction of support services in each of the eight Human Service program offices.
Compose correspondence on behalf of the Director and/or Administrative Officer 3.
Schedule meetings, hearings and/or appointments with Department Administrators, County officials, providers of service, legal representatives and the public.
Employee is responsible to possess a detailed knowledge of each of the Human Service programs and assist the Administrative Officer II with needs and expectations of each program office.
Employee is responsible for the organization, storage and management of the Human Services department records and ensures that said vital and confidential records are scanned, stored, and/or retrieved according to department procedures and adheres to national standards,
Employee is responsible for daily office management and assists the Administrative Officer II with scheduling repairs and directing contacts for outside vendor services.
Employee is responsible to anticipate need, order, and maintain all office and janitorial supplies for each of the eight Human Service program offices and retain an accurate record of each.
Employee is responsible to oversee, organize, train and assign functions to the clerical unit staff within the department and assures that business operations are maintained and work completed according to County policies.
Employee holds individual and unit conferences with staff on a scheduled and on an as needed basis and maintains an accurate recording of each.
In the absence of the Administrative Officer II and in cooperation with relevant program/fiscal staff, employee determines needs for contract packages and processing while ensuring that all steps are completed and adhered to.
Employee provides administrative assistance to the Administrative Officer III and/or the Administrative Officer II as well as other program office Administrators and agency staff as requested.
Employee is responsible for submitting and maintaining accurate attendance records for Department of Human Services staff.
Employee is responsible to recruit, interview, hire and train new employees in accordance with County Personnel, Department policies and procedures and Civil Service regulations.
Employee acts as liaison with other County departments and offices while establishing and maintaining a cooperative working relationship therewith.
Employee is responsible to study, analyze, review and assist Administrative Officer II with operational procedures.
Employee performs any and ali other duties as assigned by the Administrative Officer III and/or Administrative Officer II.
