Under the general direction of County Council, the Chief of Social Services and Community supports and an Advisory Council the Director is responsible for the administration of a comprehensive system of social services for the aging within the county. The Director determines priorities based on needs and resources to ensure program effectiveness and conformance with established federal, state and local regulations and policies.
Plan, organize and direct a comprehensive social and human service program of services for the aging including protective services.
Develop and administer a strategic business plan for the agency supported with a detailed annual budget.
Establish program policies and operating procedures.
Administer a network of multi-service and neighborhood senior centers to promote the well- being of the aging population in the county.
Provide technical assistance to service providers of social services in the planning and service area.
Oversee agency expenditures such as AAA line item budget, line item program budgets, purchasing requests, and contracts.
Establish and maintain the necessary unit controls to ensure program expenditures are within established budgetary parameters.
Responsible for planning the agenda for Advisory Council meetings.
Serve as an advocate in the interest of the aging to County Council, the agency Advisory Council and the public.
Maintain effective working relationships with associates, public officials, administrators and the public.
Direct the development of grant applications to improve existing services and/or initiate new services.
Supervise professional, technical and clerical staff.
Review and approve all personnel actions of agency staff.
Effectively represent the County and its policies and priorities.
Master’s degree in Social Work or the Social Sciences (i.e. sociology, psychology, social welfare, or gerontology) from an accredited college or university; or four to ten years of job-related experience and/or training; or equivalent combination of education and experience.
Ten years of progressively responsible professional experience in Human Services programs (including four years of supervision and administration).
Knowledge of comprehensive service system for the elderly.
Knowledge of the Older Americans Act and its revisions.
Knowledge of the Pennsylvania Department of Aging fiscal guidelines and regulations.
Knowledge of Older Adult Protective Services Law and its regulations.
Knowledge of the Federal and State Caregiver Program and its regulations.
Knowledge of standard administrative and programmatic practices of an Area Agency on Aging.
General knowledge and understanding of human resource guidelines and procedures.
Experience managing complex organizational and financial structures.
Demonstrated, exemplary leadership of staff and other stakeholders.
Proven communication, leadership and relationship-building skills; demonstrated community outreach ability and experience with diverse populations; the proven ability to work with government entities and to act as an advocate for the agency among various stakeholders.

While performing the duties of this position, the employee is frequently required to sit, talk or hear. On occasion, the employee will need to walk, stand, climb stairs, twist or rotate at the waist, lift up to 40 pounds approximately five feet high (shoulder height) or carry up to 15 pounds for two to three blocks, and taste or smell. There will also be a need to occasionally drive to and from different locations. On rare occasions, there will be a need for the employee to reach above shoulder height; bend at the waist or work bent at the waist; kneel, stoop, crouch or squat; push items; or deal with an uncommon level of noise.

The noise level in the work environment is usually quiet to moderate.
You will be working inside approximately 90% of the time.
You will need to drive to and from different locations (some out-of-county travel will be necessary).
