Under the direction of Barbara Nicolardi, the County Office of Services for the Aging provides valuable services for the residents of Delaware County.

The County Office of Services for the Aging (COSA) is the Department of County Government responsible for planning, coordinating and administering programs and services for the County's population 60 and older. COSA's goal is to enable senior citizens to maintain their independence and dignity, remain in their own homes and communities with appropriate support services, and to deter or prevent unnecessary institutionalization. Special emphasis is placed on serving those who are frail, living alone and are functionally disabled or otherwise in social or economic need.

In addition, the Pennsylvania Department of Aging has designated COSA as an Area Agency on Aging. As such, COSA receives federal and state funds to provide services to older Delaware County residents.

COSA offers a wide range of services to the County's older population from senior centers to nursing home eligibility determination, legal services, volunteer opportunities and so much more. Our primary focus is helping older persons remain in their home as long as possible, even when eligible for nursing home care, through the provision of home and community-based services such as home health, adult day care and personal care services. These services support the care being provided by family and friends. Assessment and care management services are available to assist older consumers and their families to determine the appropriate response to their need. Most services are provided through contracts with community agencies.

Services are available to county residents age sixty and older. COSA is an information resource for persons of any age needing information on benefits and services available to older persons. Information is provided as is referral to appropriate resources.

COSA is also the county agency authorized by Act 1987-79, The Older Adults Protective Services Act, to investigate reports of abuse, neglect, exploitation or abandonment of persons age sixty and over.

COSA is located at 1510 Chester Pike, Suite 250, Eddystone, PA 19022206 and can be reached at 610-490-1300, 800-416-4504 or email at COSA@co.delaware.pa.us
