Children and Youth Services (CYS) is Delaware County’s state-mandated child protection agency, responding to reports of child abuse and neglect. The Citizens Advisory Committee (CAC) serves in an advisory capacity as described below.
Pennsylvania Department of Human Services regulations (3130.21) state that County Executive Officers, “shall appoint an advisory committee to review and make recommendations pertaining to the county’s children and youth social service program and the operation of the county agency. The membership of the advisory committee shall be representative of the county’s population in relation to race and sex.” The regulations further state that the advisory committee shall make recommendations on matters referred by the executive officers or the agency administrators and shall suggest policies for the agency’s operation and development at the committee’s own initiative;” and “shall advise the executive officers and agency administrator on the development of the County Children and Youth Services Plan and Budget.”
The Citizens Advisory Committee (CAC) meets on one Tuesday evening per month, except for July and August. In addition to the regulatory duties listed above, the CAC manages a small 501(c)3 charitable fund. CYS caseworkers may request funding for educational and recreational needs of children served by CYS and the CAC members make decisions about approval of funding. The funds come from the Jury Donor Program and from donations from community members. The CAC members learn about agency services by hearing presentations from staff and older youth served by CYS. Members also attend the annual CYS budget public hearing and occasionally attend staff events.
