Board Opening: Delaware County Interactive Gaming Revenue Authority

Under Pennsylvania’s gaming laws, Harrah’s Philadelphia pays a local share assessment to the Pennsylvania Department of Revenue for its interactive gaming (such as internet and mobile gaming). An amount of such local share assessment equal to 1% of Harrah’s Philadelphia’s daily gross interactive gaming revenue is required to be paid to a municipal authority organized by Delaware County and used for grants within Delaware County. Such grants must be for economic development, municipal police and emergency services and other purposes in the public interest.
Delaware County Council currently intends to organize a new municipal authority under the Pennsylvania Municipality Authorities Act to receive these local share revenues from interactive gaming and to apply such revenues to permitted grants (subject to any further restrictions put in place by County Council).
The new municipal authority will have at least a five-member board. Board members have the responsibility to review and approve grants and otherwise oversee the new municipal authority. Initial Board members will have staggered terms between one and five years. The meeting schedule will depend on the amount of local share revenues paid to the new municipal authority and the number of grants funded. A Board member must be a taxpayer in, maintain a business in or be a citizen of Delaware County, and a majority of Board members must be citizens of Delaware County.
