Summary

The Fiscal Officer 1 is responsible for independently performing working level duties in accounting and budgeting for the County’s Department of Human Services. Duties include preparation of monthly, quarterly, and annual reports for both federal and state agencies as well as for County Management as required; liaison with independent auditors in relation to state and federally mandated audit requirements; and/or approving invoices from provider agencies for payment and in turn billing the Department of Human Services and other governmental jurisdictions for funds. Supervision may be exercise over fiscal, administrative, or clerical subordinates. This position reports to the Fiscal Officer 2.


Requirements

Two (2) years as a Fiscal Technician and six college credits in accounting; or one (1) year of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or three (3) years of accounting and/or budgetary experience and a business related associate’s degree that includes six college credits in accounting; or five (5) years of bookkeeping experience and six college credits in accounting; or an equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.

Legal Requirements: This position falls under the provisions of the Child Protective Services Law.

Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including, but not limited to, PA State Police, Child Abuse history clearance, and FBI clearance.
