Essential Duties

Work directly with Executive Director on new projects and programs

Act as lead on new strategic project during pilot and startup phase

Report to Board of Directors on all new strategic projects.

Develop and maintain countywide apprenticeship program and complete apprenticeship navigator training program.

Oversee the on-the-job training program including completing and approving employer eligibility process.

Develop and maintain countywide incumbent worker training program in support of the strategic goals of the Delaware County Workforce Development Board.

Collaborate with the Employer Engagement Manager and Business Services Team to guide employers through the use of employer-based training programs including apprenticeships, on-the-job training, incumbent worker training.

Lead the petition process to update the PA Labor and Industry High Priority Occupation List for Delaware County

Create labor market data reports to support strategic approach to implementing work-based training opportunities.

Participate in the Delaware County Workforce Development Board strategic planning process including collecting stakeholder input, third party research, and writing the Local plan. Support the Southeastern PA Regional Planning Process.

Prepares local and state reports as required or requested locally or by the Department of Labor and Industry

Creates local policies for state and federally funded programs related to new projects

Meets weekly with staff and contractors to mitigate problems or oversee new procedures.

Responsible for master agreements and contracts required by the PA Dept of Labor and Industry.

Ensure that employers, contractors, and training providers who are participating in work-based skill development submit timely and accurate fiscal and billing documents.

Other duties as assigned.


Qualifications

Bachelor’s Degree in business administration or in an area related to their field of work or eight to ten years of workforce development experience.

Residence Requirement: The County of Delaware has a residency requirement for employees. Anyone applying for this job must reside in Delaware County or be willing to move to the County within three months of starting employment.
