You cannot leave the contiguous 48 states without either a Passport Book or a Passport Card. A passport book will take you anywhere.
A passport card ONLY "Facilitates entry and expedites document processing at U.S. land and sea ports-of-entry when arriving from Canada, Mexico, the Caribbean region and Bermuda."
Passport Card - The card may only be used for land and sea travel and cannot be used for international air travel. However, a Passport Card can always be used as federally compliant identification for US air travel or for entrance to federal buildings. Customers may apply for the Passport Card at any time.
The passport card was designed to meet the requirements of the land and sea phase of the Western Hemisphere Travel Initiative (WHTI) which becomes effective June 2009. The card meets the specific needs of U.S. border resident communities. It facilitates entry and expedites document processing at U.S. land and sea ports-of-entry when arriving from Canada, Mexico, the Caribbean region and Bermuda.
The passport card is not valid for international travel by air. It will otherwise carry the rights and privileges of the U.S. passport book and will be adjudicated to the exact same standards.
The card has the same validity period as a passport book: ten years for an adult (age 16 and older), five years for children age 15 and younger.
First-time applicants will pay $30 for adult cards and $15 for children. Plus, there is a $35 execution/acceptance fee.
To facilitate the frequent travel of U.S. citizens living in border communities and to meet DHS’s operational needs at land borders, the passport card contains a vicinity-read radio frequency identification (RFID) chip.
There is no personal information written to the RFID chip. The chip points to a stored record in secure government databases.
With RFID technology, Customs and Border Protection inspectors will be able to access photographs and other biographical information stored in secure government databases before the traveler reaches the inspection station.
The passport card uses state-of-the-art security features to prevent against the possibility of counterfeiting and forgery. In addition, a protective sleeve is provided with each passport card to protect against unauthorized reading or tracking of the card when it is not in use.
Applications are also accepted by other County Courthouses, and many Post Offices.
Western Hemisphere Travel Initiative (WHTI) - Land & Sea Travel - Effective June 1, 2009, U.S. and Canadian citizens will no longer be able to present just a WHTI compliant document, or a government -issued photo ID, such as a driver’s license, plus proof of citizenship, such as a birth certificate. Effective June 1, 2009, a Passport Card or a Passport Book must be presented in order to travel between Canada, Mexico and the USA. When an application is made you must submit proof of U.S. citizenship, personal identification, one photograph and provide your Social Security number. All applicants must appear and two (2) parents needed for children 15 and under. Applicants aged 16 thru 17 need one parent if they do not have a valid driver’s license.
Proof of U.S. citizenship may be in the form of a previous passport, state certified birth certificate, naturalization certificate or certificate of citizenship. Children 15 and under who have previous passports need their old passports and their state issued birth certificate. Birth certificates must be issued by the State Vital Records Office from the state in which birth occurred. It must include the applicant's given name; surname, date and place of birth, the date the birth certificate was filed, the signature and seal of the issuing office; the State Seal must be raised. As with all applicants, children under the age of 16 must also have the names of both parents on their birth certificate, or if only one parent, one name is required. Certificates titled “Notification of Birth Registration” or “Notice of Birth”, as well as Hospital Certificates and Baptismal Certificates are not acceptable.

A valid driver’s license may be presented for personal identification. If you do not have a driver's license, or state issued non-driver identifcation card, please call and speak with the passport clerk at 610-891-4967 to learn what additional documents you must bring.
One photograph must be presented. Photographs must measure two inches by two inches in size with a white or off white background. The photo must be a full-faced shot taken within the last six months.

Regular applications take about six (6) weeks. Regular Passport Office hours are from 8:30 a.m. - 4:00 p.m. Monday to Friday except county holidays, and Saturdays 9:00 AM to Noon.

Birth certificate that list parent’s names. Both parents with valid passports or driver's licenses.
Children applying with PREVIOUS PASSPORTS must also submit birth certificates showing the parent (s) names. If both parents cannot appear in person, a NOTARIZED STATEMENT OF CONSENT is needed by the non-appearing parent (form 5083).
Children applying with certificates of citizenship Must also submit foreign birth certificates with English Translations, showing parents’ names OR (2) Original death certificate OR (3) Court order of legal guardian with a JUDGES SIGNATURE, original or certified copy, especially authorizing a single parent application.
For first time and or renewal applications, please allow 6 weeks for processing. You may opt to rush the processing of your application for an additional fee of $60.00, which does not include overnight delivery fee. If the applicant must travel within 13 calendar days or less, an appointment may be scheduled with the Philadelphia Office of Passport Services. They can be reached at 877-487-2778.
Effective September 26, 2005 - Instead of amending passports, the DS-5504 may be used within one year of a passport's issuance to make a data page change, such as name change, without cost for routine service. (HOWEVER, NEW PHOTOS WILL BE REQUIRED) Instead of amending the passport, a new one will be issued with new issue and expiration dates. If a current passport is lost, you need a LOST or STOLEN form (DS-64), and everything contained above to apply for a new passport.
