Delaware County Council has initiated planning for development of the County’s FY 2020 Housing and Community Development (HCD) Action Plan, which includes the Community Development Block Grant (CDBG) Program. The County anticipates receiving approximately $3.0 million in CDBG funds in the upcoming program year, which is scheduled to begin on July 1, 2020. Those interested in applying for funding should forward an application package to the Delaware County Office of Housing and Community Development (OHCD). All applications must be received no later than 4:30 p.m., January 9, 2020.

Please review application package thoroughly, as incomplete submissions will not be considered for funding. OHCD staff is available to address concerns related to proposal preparation and visit potential project sites; do not hesitate to use the planning period to ask for assistance and communicate any issues or concerns.

Soliciting public input is the first step in preparing the County's HCD Action Plan for FY 2020. OHCD has scheduled a public hearing to assess the County's housing and community development needs on Thursday, December 5, 2019, at 5:00 p.m. at the Office of Housing and Community Development, 600 N. Jackson Street, Room 101, Media.  Anyone wishing to comment on housing and community development needs, request information on proposed programs, or review program performance, is encouraged to attend this hearing. OHCD staff will be present to discuss issues related to the development of the HCD Plan and address any questions.

For further clarification, the United States Department of Housing and Urban Development has published a guide to selecting eligible activities and addressing a national objective under the Community Development Block Grant (CDBG) Entitlement Program. Public officials and citizens may find the following chapters helpful in selecting local projects for application to the County. While the statute, as amplified by the regulations, provides the authoritative version of program requirements, this guide organizes the information in a more understandable format, providing guidance and examples.
