The Department of Community Service under the direction of Walter R. Omlor, Jr., carries out the orders of the Court of Common Pleas which pertain to community service obligations and weekend highway clean up. The Programs significantly reduce prison overcrowding and provide invaluable resources of labor for community improvement projects. In 1997, over 100,000 hours of community service will be performed.

INTERMEDIATE PUNISHMENT PLAN

Judges have sentenced many defendants to the Intermediate Punishment Plan which was begun in Delaware County in 1991. In this program, defendants perform various Community Work Service projects in approximately 120 sites throughout Delaware County as part of their sentence.

With the support of the Board of Judges, County Council and the District Attorney's office, substantial increases were seen in 1999 in community service hours being imposed as an alternative sentence for non-violent offenders. This is one way which has helped to relieve overcrowding at Delaware County Prison.

The community benefits from the use of Community Service workers at various public buildings, youth facilities and firehouses. The Board of Judges has also authorized the use of Community Service at public and parochial schools.

During the past year, for twenty straight days, street and prison Community Service workers aided flood victims of Hurricane Floyd.
